Background/Discussion
The HRA took possession of the Elk River Meats property on December 1, 2022. Prior to closing, an
Environmental Hazards Report was commissioned, which confirmed the presence of asbestos in the building
structure. Fortunately, the vast majority of the asbestos is classified as non-friable which frequently does not
require mitigation leaving only a small level of asbestos subject to managed removal.
Staff would like to discuss the immediate next steps for the property and setting the goals for the property. Staff
has been investigating the requirements for a potential demolition as well as external funding opportunities to
assist in mitigation, demolition, and future uses of the property.
