RE: WACO S1REET RECONSTRUCTION
Dear Council Members:
With the start of the Target Technology Center and the recent approval of Pinewood Estates
Second Addition, there is a need to extend city utilities and reconstruct the southern portion
of Waco Street from approximately 1,000 feet north of County Road 30 to County Road 30
(Mississippi Road). The developer's agreement for the Target project allows the City to
assess the Target lot for up to one-half of the project cost, so long as it does not exceed
$250,000. One of the conditions of the approval of Pinewood Estates Second Addition
required the developer to pay $1,500 per lot towards the reconstruction of Waco Street
similar to West Oaks Addition to the north. Attached for the City Council's consideration is
a resolution which would initiate the preparation of plans and specifications for this project.
It is anticipated that the plans would be prepared over the winter months and construction
could be undertaken in 2006.
The Elk River Municipal Utilities (ERMU) may want to include watermain to the east of the
Target site to complete their water loop. Staff would recommend this be added to the
project if requested by the ERMU and they agree to pay the cost as they have on recent

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE WACO STREET AND UTLITY
IMPROVEMENT OF 2005
WHEREAS the City Council has determined that municipal utilities and a permanent urban style
street should be constructed on Waco Street between County Road 30 and
approximately 1,000 feet north;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Terry J. Maurer, City Engineer is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications for the
making of the improvement and the solicitation of competitive bids.
