SUBJECT: Discuss Staff Organization
There are two staff organization items on the agenda for Monday: the Community
Development Department update and the city administrator position.
Attached is a memo from Scott Clark, Community Development Director, highlighting
some of the organizational issues for the Community Development Department, along with
bringing forth some ideas for creating efficiencies and more interactions between the four
divisions of the Community Development Department. Mr. Clark will be present on
Monday to discuss this in more detail.

Community Development Update
The following is a status report, in outline form, as to the major issues, directions, positions
etc. that are being reviewed and discussed as part of the newly formed Community
Development Department.
Personnel Issues
. Creation of an Environmental Division - completed
· Hiring of a Building Official/Building Division Supervisor - Internal applications closed
on November 7, 2005
· Hiring of a "lead plapning position" - December - January of 2006.
· Review of administrative support - on-going
· Need for code enforcement (and related functions) position - 2006/2007 budget
proposed.
Overall Development Process
· Modifying Planning Commission process - goal is to produce a better system of
decision-making for the City Council, Planning Commission, including citizen input.
· Review of all internal processes (building, EDC/HRA, etc.)
· Collapsing multiple processes affecting a single property.
· Improvement of internal communication
· Centralizing department-wide information on project status
. Continuous review of project process
Major New Projects - 2006/2007
. Initiating the County Road 33/Hwy 169 planning process
. North of Highway 10 redevelopment plan
. Holzem property development
. Bluff Block/] ackson Place management
. Gateway Business Park
. Investigating options to gain more industrial properties
. Continued discussions of south of Highway 10 redevelopment
. Refining direction of the Energy City Commission
