7.2 PRSR 12-14-2022The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 7.2 Agenda Section Action Item Meeting Date December 14, 2022 Prepared by Michael Hecker, Parks and Recreation Director Item Description Vacate Park Property Reviewed by Cal Portner, City Administrator Reviewed by Action Requested Recommend, by motion, to vacate and sell the two park properties Baldwin and Meadow. Background/Discussion The Parks and Recreation Master Plan recommends on page 41 to eliminate the following duplicated and underutilized properties: Baldwin, North Terrace, Meadow, and Elk Hills Green Space. Initial research indicates that North Terrace and Elk Hills Green Space were acquired in the 1960’s with park dedication but Baldwin and Meadow were not which allows them to be sold. Parks Maintenance finds Baldwin and Meadow Parks challenging to access. In fact, Baldwin can only be accessed through private property. If the Parks and Recreation Commission recommends vacating park property, then the Planning Commission will need to pass a resolution regarding the sale of public property prior to City Council action to approve / execute a purchase agreement. Financial Impact The estimated cost to maintain Baldwin and Meadow is about $10,000 for both properties. Proceeds from the sale of the park properties may go toward Park Dedication or PIF, Attachments Park Properties – Baldwin, North Terrace, Meadow, and Elk Hills Green Space
