Vacate Park Property

Recommend, by motion, to vacate and sell the two park properties Baldwin and Meadow.
Background/Discussion
The Parks and Recreation Master Plan recommends on page 41 to eliminate the following duplicated and
underutilized properties: Baldwin, North Terrace, Meadow, and Elk Hills Green Space. Initial research indicates
that North Terrace and Elk Hills Green Space were acquired in the 1960’s with park dedication but Baldwin
and Meadow were not which allows them to be sold. Parks Maintenance finds Baldwin and Meadow Parks
challenging to access. In fact, Baldwin can only be accessed through private property.
If the Parks and Recreation Commission recommends vacating park property, then the Planning Commission
will need to pass a resolution regarding the sale of public property prior to City Council action to approve /
execute a purchase agreement.
Financial Impact
The estimated cost to maintain Baldwin and Meadow is about $10,000 for both properties. Proceeds from the
sale of the park properties may go toward Park Dedication or PIF,
