Approve, by motion, the proposed amendments to Chapter 2, Administration, Section 2-355 of the City of Elk
River.
Background/Discussion
In the past, the Energy City Commission met quarterly throughout the year. The Commissioners determined this
was too infrequent to work toward achieving the goals of their Strategic Plan proactively and effectively.
Therefore, the Commission has requested to amend their 2023 meeting schedule and would like to hold bi-monthly
meetings. The ordinance is being amended to allow for the meeting changes in their bylaws versus city ordinance.

An Ordinance Amending Section 2-355, Meetings and Rules of Procedures of the
City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That § 2-355, Meetings and Rules of Procedure of the City of Elk River Code of
Ordinances shall be amended to read as follows:
The energy city commission shall meet at least four times each calendar year. The dates, times, and
locations shall be as follows: third Wednesday of February, May, August, and November at 8:00 a.m.
at city hall. The commission shall develop bylaws and adopt a schedule of meetings, meeting times,
and locations at their first meeting of each year. Additional meetings may be held at any time at the
call of the chair or the request of two other commissioners. Notice of additional meetings, including
the time and place thereof, shall be communicated to each member of the commission at least three
days prior to the meeting, posted at city hall, and if time permits, published in the city's official
newspaper. The commission shall be governed and operated pursuant to the most recent edition of
Robert's Rules of Order.
SECTION 4. That this ordinance shall take effect upon adoption and be published as provided by
law.
