Background/Discussion Case No. CR 22-06 The applicant has submitted a concept sketch for a senior 55+ apartment building on two 35-acre parcels. The site is zoned for 2.5- acre residential lots and is outside the Urban Service District. A majority of the eastern parcel is encumbered by wetlands and the southeast corner of the western lot has some wetland. The proposal shows an L-shaped apartment structure with parking and a circular drive lane, trails and boardwalks through upland and wedand areas, and sport courts. The Site Plan Review generated the following comments: ■ A traffic study would need to be completed. ■ Sewer and water would need to be extended. This will also require an amendment to the Comprehensive Plan, expanding the urban V service boundary. y ■ Three-phase electric power would be required for a project of this size. The power demands will require expanding the current service. ■ The closest water main available for connection to city water service is over 1,000 feet away. Water main facilities will need to be Figure i extended from the trunk system or water distribution system. ■ Approximately 1,300 feet of urban city street would need to be constructed from the intersection of 175t1' Avenue and Fillmore Street. ■ Park dedication at a per unit cost, not to exceed $500,000 for high -density residential. This assumes park dedication will be satisfied with cash. These requirements would be at the developer's cost. August 2020 If the property owner moves forward after the concept review, formal applications would include a Land Use Amendment, Zone Change, and Plat. The land use request would update the Comprehensive Plan guidance to Multifamily Residential from Rural Residential as well as bring the property into the Urban Service District. The zone change would be from R1-a, Large Lot Single Family Well and Septic lots, to R4 Multiple Family Residential. Planning Commission The Commission was supportive of this type of project but questioned if this was an appropriate location. They echoed staffs concerns regarding access, city services, and future infrastructure connections. They asked the applicant to work on the viability of a secondary road connection to Jarvis Street, south of the subject site, or elsewhere.
