VILLAGE OF ELK RIVER MEETING CITY COUNCIL

Special meeting of the Village council was held on Thursday, June 3 1920 at the office of the Elk
River Lumber Co.
Members present J.H. Virgin, President, Bert Carr, Trustee, Chas Selhauer, Trustee, D.W.
Longfellow, Trustee, M.P. Williams, Clerk
Meeting was called to order by J.H. Virgin, President, at 8:05 P.M.
Motion made by J.H. Virgin and seconded by Chas Selhauer that the following resolution be
adapted reusing the preceding resolution made before the council May 15, 1920.
Be it resolved that the Village pay each fireman $1.00 for first hour and $.50 cents for each
additional hour there after to members of fire department for their services rendered in case of fire
and for all calls for fires outside of village limits the fee of two dollars be paid all members of fire
department for the first hour and seventy-five cents for each additional hour. Resolution was voted
on and accepted unanimously by the council.
Motion made by D.W. Longfellow and seconded by Bert Carr
That be it further resolved that $50.00 be charged for use of fire department outside of Village to be
paid the village by the person who has fire.
It was hereby understood the chemical engine be sent out only by permission of a member of the
village council.
Motion made the president the resolution be accepted, second Bert Carr, and approved by the
Council.
Clerk was ordered to put notice in the Star News regarding above resolution.
Motion made by Chas Selhauer and seconded by J.H. Virgin that 50 empire meters be ordered from
the National Meter Co of Minneapolis, Minn. Meters to register by Gallons.
Clerk was ordered to order meters at once.
Motion made by D.W. Longfellow and seconded by Bert Carr that the plans of Phelps Drake Co to
build a pump house be accepted according to the revised plans of Phelps Drake Co. Proposal here
included.
Gentlemen: we will furnish all the labor and material necessary to build a pump house complete
12’x16’ with 9’ ceiling using 2’x4’ studs. Lathed with medal lath and stucco on the outside
on studs and covered with asphalt shingles all complete according to the engineer
requirements for the sum of $1162.00 additional to our contract. If you desire us to do this work
prompt acceptance of this proposal will be appreciated. Yours truly Phelps Drake Co
Motion voted on and accepted by council. It was decided by the Council this motion must have the
County Attorney’s approval. County attorney advised go ahead and let contract.
Motion made by D.W. Longfellow and seconded by Chas Selhauer that the following resolution be
adapted regarding the price to be paid for water.
Be it resolved that a flat rate be established for domestic use of 25 cents per 1000 gallons of village
water with a minimum charge of $1.00 per month.
Motion voted on and accepted by Council.
The following bills were allowed and the clerk was ordered to make warrants for same.

Motion made by D.W. Longfellow and seconded by J.H. Virgin that Phelps Drake Co be authorized
to purchase and order the necessary pipes and fittings described as follows.

Motion accepted and passed by council. The clerk was ordered to send order to Phelps Drake Co.
No more business. Council adjourned. Motion made by D.W. Longfellow and seconded by J.H.
Virgin that the minutes be read. Which was done.
