11-26-1923 VCM VILLAGE OF ELK RIVER MEETING CITY COUNCIL NOVEMBER 26, 1923 A Special Meeting of the Village Council was held at the Library Room on Monday, Nov. 26, 1923 Members present – C.E. Brown, Pres, George Cornelius, Trustee, W.F. Chadbourne, Clerk Meeting was called to order by the President at 8 o’clock P.M. Reading of the last meeting dispersed with. D.W. Longfellow and L.D. Bailey representing the Concrete Products Co. appeared before the Council stating that the well at their Mfg. Plant had gone dry and asked the Council to lay a 4 inch water main connecting with the City water main a distance of 375 ft along the east side of High St from Line Street to Lewis Street so that their Co. could connect with same. No petition having been presented by the Property Owners along the street on any desire for same on their part being manifest. The Council after some discussion in regard to the prospect and delivering it for the interest of the Village for the Mfg plant to be supplied with water. The following Resolution was offered for adoption Resolved: That the Concrete Products Co be granted a Permit to lay a 4” pipe along the East side of High Street from Line Street to Lewis Street a distance of 375 ft. at their own expense and be allowed to connect same with their Mfg Plant said pipe and manner of laying to conform to all the specifications existing in regard to Water main already laid by the Village and when the E.R. Concrete Products Co shall have completed said work they shall file a certified and receipted bill for the actual cost of the material and labor performed. In return the Council agrees to furnish the E.R. Concrete Products Co with water at meter rates. Until the cost of said material and labor are paid. It is understood further that the Village shall own the above water main and have full control of same as soon as completed and accepted. It is further understood that should this street become occupied and built-up with Residences and they desired to connect with said water main for private use the property owners shall lay a frontage tax of $1.00 per lineal foot for same for the distance their property extends along said water main. A motion was duly made and seconded that the above Resolution adopted. Declared adopted by a unanimous vote by the Pres. E.E. Chase Co. Surveyor presented three warranty deeds from the owners of the land used by the Village in extending Hope Street to the Meadowvale Road. The Clerk was instructed to draw warrant in the sum of $120.00 in favor of the G.N.Ry. Co for the cost of changing the crossing on Hope St extension. Ordinance No. 19: Entitled an Ordinance declaring the emission of smoke within the nd Village of Elk River a public nuisance and prohibiting the same was taken from the table for 2 reading. No objection being offered. A motion was duly made and seconded that the above Ordinance be adopted as read on roll call the vote was declared unanimous by the Pres. and ordered printed in the Star News. The matter in regard to maintaining a rest room in the Hulbert Hotel was brought to the attention of the Council. It was decided by unanimous consent that if Mr. J.C. Hulbert would comply with the law and place a sign in large letters over the entrance to the said rest room “Public Rest Room” he would be entitled to the free use of the City wat in his hotel. The following bills were presented and on motion allowed and clerk directed to draw warrants for same. E.R. Blacksmith Co. repairs in sprinkler 10.00 N.S. Oil Co gas at pump house 97.23 C.S.
