03-31-1924 VCM VILLAGE OF ELK RIVER MEETING CITY COUNCIL MARCH 31, 1924 The annual meeting of the new Council was held on Monday March 31, 1924 Present – Roland K. Wilson, Pres, L.L. Bishop, B.E. Fournier and Geo Cornelius, Trustees and W.F. Chadbourne Clerk Meeting called to order by the President at 8 o’clock P.M. The minutes of the last meeting read and approved. The Bonds of the Village Treas. and Clerk were presented examined and on motion accepted and ordered filed. Moved and carried that the salary of the Village Treas for the ensuing year shall be $100.00 Moved and carried that the salary of the Village Clerk for the ensuring year shall be $300.00 Moved and carried that William Seiff be appointed Village Marshal and for the ensuing year at a salary of $100.00 month. On motion the clerk was instructed to draw all salary and electric light bills at the end of each month until further notice. Moved and carried that the Fire Chief look after all hydrants and see that they are in working order at all times and also attend to the flushing of hydrants where necessary. The Clerk was instructed to notify the Village Treas that in the future until further notice that all moneys recd from Geo Martineau for the support of his family be turned over to Mrs. Geo Martineau as soon as he receives the same each week instead of placing in the poor fund as before. On motion it was decided to hold the regular meetings of the council on the first Monday of each month commencing the first Monday in May. Clerk instructed to change the notice in the Star News. The following Committees were appointed to act the ensuing year. Streets and Parks. B.E. Fournier and Geo Cornelius License to sell milk and cream and securing a Veterinarian to inspect diaries before issuing new licenses. L.L. Bishop and Geo Cornelius were appointed committee. Roland Wilson agreed to look after the insurance of fire apparatus and water tank. On motion the Clerk was instructed to notify the users of City Water through the Star News that after this date all water rents would be charged to the owners of the property instead of the renters as heretofore. The following bills were presented and on motion allowed and clerk instructed to draw orders for same Daly Auto Co storage of fire apparatus 15.25 Minn. State Fire assn annual dues 3.00 S.R. Houlton snow plow on Streets Mar 30 6.00 John Orton dumping ground 1923 10.00 Laurence Cornelius reading meters 5.00 No further business. Meeting adjourned. W.F. Chadbourne, Vill Clerk
