VILLAGE OF ELK RIVER MEETING CITY COUNCIL
APRIL 5, 1926
The regular meeting of the Village Council was held on Monday April 5, 1926 at the Library Room
Present – Roland K. Wilson, Pres, Geo Cornelius, L.L. Bishop, E.E. Scott, Trustees, W.F.
Chadbourne, Clerk
Meeting called to order by the President at 8 o’clock P.M. This being the first meeting of the newly
elected Council to members proceeded to organize.
The following Bonds of Elected members were presented and on motion duly made seconded and
declared carried each bond was separately declared accepted.
Bond of T.H. Daly Treas. U.S. Fidelity and Quality Co 5000.00
Bond of C.E. Booth J of Pease Nat. Surety Co 500.00
Bond of W.F. Chadbourne Clerk Private personal surety
Harold Caley and Donald Davis surety 500.00
On motion duly made and declared carried William Gliff was re-appointed City Marshal with the
same salary as before viz 75.00 per month as Marshal and 25.00 as pumper.
On motion duly made and declared carried the salary of Village Clerk was fixed the same as
heretofore viz 300.00 per year.
On motion the salary of Village Treas was raised to 200.00 per year.
On motion Dr. H.J. Melgaard was re-appointed milk inspection for the ensuing year saly. 25.00 per
year.
The election of Fred Ayers Fire Chief by the Elk River Fire Depmt was confirmed by the Council by
unanimous consent.
The fire chief presented his annual report of fires attending during the past year.
On motion duly made and declared carried the clerk was authorized to draw orders each month for
all salarys and rents due without the action of the council.
The following Resolution was adopted unanimously
Resolved: That the sum of 500.00 be borrowed from the Poor Fund and placed in the General Fund
for the purpose of paying outstanding orders.
The Pres. appointed Edwin Scott and Geo Cornelius committee on Streets and Sidewalks.
The following bills were presented and on motion allowed

On motion the clerk was ordered to give notice that Ordinance No. 12 entitled an ordinance
restraining dogs from running at large and registering and licensing same would be put in force after
May 1, 1926.
On motion the Clerk was instructed to notify all persons who have made connection with the city
water works through another meter are expected to pay the minimum quantity rent and no such
connection will be allowed without the consent of the Council. No exceptions to this rule will be
allowed, those doing so will have to pay or the water will be shut off.
The committee appointed to install a Police Alarm reported the following Resolution.
Whereas in order to have an adequate police alarm signal system and to property operate the same
the Village of Elk River desires to install in the Northwestern Bell Telephone Companys central
office a switch which shall be connected with the Village police signal gong. Said gong circuit and
switch to be installed and maintained wholly at the expense of the village and
Whereas said Village of Elk River desires the cooperation of the Northwestern Bell Telephone
Company and its employees in the operation of said apparatus located in the company office and
Whereas, the Company is willing to give such cooperation and assistance without compensation
whatsoever, providing it assumes no obligation or liability of any kind to the Village or to any third
person
Now therefore be it resolved that said Northwestern Bell Telephone Company is in no way liable
for any failure in connection with the telephone system in handling police calls
On roll call the above Resolution was adopted unanimously.
