09-05-1927 VCM VILLAGE OF ELK RIVER MEETING CITY COUNCIL SEPTEMBER 5, 1927 th The regular monthly meeting of the Village Council was held on Monday Sept 5 1927 at the Library Room. Present – Roland K. Wilson, Pres, Geo Cornelius, L.L. Bishop, EE Scott, Trustees, W.F. Chadbourne, Clerk Meeting called to order by the President at 8 o’clock P.M. This being the meeting to receive bids for the construction of a Frost Box at the Water Tank. The following bids were presented. J.J. O’Rourke of Foley, Minn 640.00 Minneapolis Street and Machinery Co 850.00 James Robinette Minneapolis, Minn 680.00 labor only B.F. Lane Minneapolis, Minn 950.00 fork lined box B.F. Lane Minneapolis, Minn 150.00 for taping down Riser Pipe and recorking it. After some discussion it was decided to accept the bid of B.F. Lane providing tat the said Lane furnish a surety bond for $1000.00 and also that this plan be approved by the State Board of Inspection. The following ordinance was presented at the Request of the State Fire Marshall and asked to have adopted by the council. Ordinance No. 21 Burning paper and Rubbish The Village Council of the Village of Elk River do ordain as follows: Section I No persons shall hereafter burn any paper or rubbish in open receptacles in the streets or alley within the Fire limits of said village. Nor shall any person start any fires of any kind in the open streets or alley in the Fire Limits without first securing a permit from the Fire Marshall of said village as to the kind of stove or receptacle the said paper or rubbish may be burned in. Section II Any person violating any of the provisions of this ordinance shall upon conviction thereof be punished by a fine of not less than one dollar or more than twenty-five dollars and be imprisoned until such fine is paid not exceeding fifteen days. Section III This Ordinance shall take effect and be in force from and after its publication. On motion a roll call was ordered by the President with the following result.
