VILLAGE OF ELK RIVER MEETING CITY COUNCIL
SEPTEMBER 22, 1928
A special meeting of the Village Council was held at the Library Room on Saturday, Sept 22, 1928.
Present – Thos. E. Beck, Pres., Geo Cornelius, L.L. Bishop, E.E. Scott, Trustees, W.F. Chadbourne,

Mr. E.L. Bupstrom representing Bock Building Co at Milaca
Mr. Cavanagh Bros. contractors Robbinsdale Minn
Meeting called to order by the Pres at 8:30 P.M. This meeting was called for the purpose of receiving
bids for the construction of Village Hall according to the plans and specifications prepared by W.F.
Chadbourne Village Clerk. The following bids were presented. Accompanied by certified Checks.
Cavanagh Bros 8269.00
Isle Building Co. 9875.00
Bock Building Co 8800.00
These bids did not include heating, plumbing, or jail cells or vault door.
After considering the bids and informing the contractors that the Bonds to be issued for building a
Village Hall were only 7500.00 it would be impossible to contract at any of the above figures.
Therefore a motion was made and seconded that all the bids be rejected. Motion declared carried.
The contractors were also notified that a change would be made in the plans and be re-submitted to
them at an early date.
No further business, meeting adjourned.
