11-29-1910 VCM VILLAGE OF ELK RIVER CITY COUNCIL NOVEMBER 29, 1910 The Common Council met at the office of the Bank of Elk River. Members present; Salter, President, Pollard, Virgin, Carr, trustees, O.J. Whitman, recorder. Meeting called to order by the president at 8:00 p.m. Minutes of the last meeting was read and approved. The following bills were audited and on motion allowed: 107 – Frank White – Ins. Premium on ?olon engine, etc. - $40.25 108 – M.K. Iliff – marshal for November - $15.00 109 – O.J. Whitman – registration day - $3.00 110 – Harold Keays – lighting lamps for November - $20.00 111 – C.Witheam – one night to work as watchman - $2.00 112 – J. Walley – nights- work as watchman - $3.00 113 – Vemans – registration day, judge of election ??? - $8.50 114 – W. Dimmrick – one day work replacing sidewalk - $2.00 115 – John Virgin – registration day, judge of election - $7.40 116 – Bert Carr – hauling fire engine - $5.00. 117 – John Bither – night marshal Halloween - $2.00 118 – W.P. Rhoda – fares advanced - $1.07 119 – S.M. Crockett - ? wood to scale house - $2.00 120 – B.F. Phemmer – clerk of elections - $4.40 121 – L. Trumbull – rent for hall - $5.00 127 – E.L. Ward – clerk for election - $4.40 On motion by Virgin, seconded by Carr Ordinance No.58 granting to Chas M. Babcock and W.P. Rhoda a franchise for the purpose of operating a telephone exchange in the village of Elk River, was adopted, and ordered published one week in the Star News.
