VILLAGE OF ELK RIVER CITY COUNCIL
DECEMBER 28, 1910
The Common Council met at the office of the Bank of Elk River.
Members present; Salter, President, Pollard, Virgin, Carr, trustees, O.J. Whitman, recorder.
Meeting called to order by the president at 7:10 p.m. Minutes of the last meeting was read and
approved.
A petition signed by over fifty resident voters of the Village of Elk River, having been filed with the
recorder of said village, ?raying that a special election be called for the purpose of voting upon the
reincorporation of the Village of Elk River under the general law as provided for in Chapter 9 of the
revised laws of Minnesota for the year 1905.
Therefore, be it resolved that a special election be held in G.A.R. Hall in the said Village of Elk River

on the 10 day of January 1911, between the hours of 10:00 a.m. and 4:00 p.m. of said day for the
purpose of voting for or against the reincorporated of the said village of Elk River pursuant to the ?ayer
of said petition and the statues in such case made and provided.
On motion of Pollard and seconded by Virgin the above resolution was adopted.
Resolved further that

Be and the same herby are appointed Judges and Whitman and Plummer as clerks to act at the said
election. On motion by Virgin seconded by Carr, was adopted.
On motion by Pollard and seconded by Virgin the recorder was instructed to have all necessary tickets
for the general and special elections printed. Motion carried.

133 – P.H. Blanchette – meals for transients - $70
134 – P. Wicktor Co. Treas. – 10% of liquor license of 1910 - $200.00
135 – Standard Oil Co – gasoline, December 2, 1910 - $4.88
136 – Standard Oil Co. – gasoline November 29, 1910 - $3.66
137 – O.J. Whitman – phone calls frgt & expenses paid - $39.99
Recorder’s fees rent light heat etc. - $35.00
138 – Harold Kearps – lamp lighting for December - $20.00
139 – M.K. Iliff – services as Marshal for December - $15.00
