VILLAGE OF ELK RIVER CITY COUNCIL
FEBRUARY 3, 1911
The Common Council met at the office of Babcock store.
Members present: Burns F. Plummer, President, Geo. Worden, Ted Babcock, trustees, Geo E. Page
absent, Whitman, recorder.
Meeting called to order at 8:15 p.m. by the President.
The following resolution for reincorporation made by Babcock, seconded by Worden, was adopted.
Resolution of The Common Council of The Village of Elk River

? appearing that on the 28 day of December 1910, a petition of over fifty resident voters of the Village
of Elk River, having been filed with the recorder of said Village >raying a special election be called for
the purpose of reincorporating said Village under the general law, pursuant to chapter 9 of the revised
laws of Minnesota for the year 1905, and all acts and part of acts amendatory thereof, and it further
appearing that at least ten days posted notice and one week published notice of said special election had

been duly given, and the common council of the Village of Elk River having designated the 10 day of
January, 1911 for the holding of said special election and it appearing further that at said election so
held there were 133 votes for reincorporation and 7 votes against it, and it appearing that a majority for
said reincorporation had been duly voted by the voters of said Village.
Now, therefore, be it resolved that we the Common Council of the Village of Elk River do hereby
declare that a majority of all the votes cast at the said election were cast in favor of sun reincorporation
and that the Village of Elk River is now duly reincorporated under said chapter 9, and all acts and parts
of acts amendatory thereof, pursuant to the statues in such cases made and provided.

On a motion by Worden, seconded by Babcock, application of E.L. Ward to run two pool and one
billiard table for February and March 1911, was allowed.
On motion the recorder was authorized to issue a license to Thorpe to run a bowling alley, 2 alleys if
application is made.
A motion was made by Babcock and seconded by Worden to furnish gasoline for all street lamps when
anyone who would volunteer to keep them lighted was carried.
On motion by Babcock and seconded by Worden, ?? White, Village counsel was instructed to draw up
an ordinance prohibiting the sale of malt.
The resignation of O.J. Whiteman as Village recorder was accepted on motion by Babcock and
seconded by Worden.
On motion by Babcock and seconded by Worden, W.F. Chadbourne was appointed Village Recorder.
No further business adjourned carried.
