VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL
SEPTEMBER 18, 1912
A special meeting of the Village Council was held at the office of Geo. E. Page, President on
Wednesday, September 18, 1912.
Geo. E. Page, President, E.P. Babcock and B.F. Plummer, Trustees and W.F. Chadbourne, Clerk.
F.W. Nickerson and Mr. Cra{illegible} of the Ibliing Bridge Co.
This meeting was called for the purpose of letting contract for building abutment at north end of
bridge of Elk River.
The following resolution was offered by B.F. Plumer and seconded by Babcock.
Whereas, the contract for building above mentioned approach on abutment was on
September 7, awarded to Fred Tourtillotte for the sum of $1,950 he being the lowest bidder
and the said Tourtillote upon being requested to sign contract declined to do so. For reason
known by himself. Resolved that the action of September 7 be rescinded and the contract
awrded to the Ibling Bridge of Minneapolis said co. being the next lowest bidder for the sum
of $2,100
Vote unanimous.
The contract was drawn up and signed by Council and Ibling Bridge Co. On motion W.F.
Chadbourne was appointed to inspect work and see that it was done according to specifications.
