VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL
APRIL 23, 1913
A special meeting of the Village Council was held on Wednesday evening April 23, 1913 at the office
of Charles F. F{illegible}
Present: Charles F. F{illegible} President, F.M. Plank, Ed Keegan and E.E. Scott Trustees, and
W.F. Chadbourne, Clerk.
Daly Hardware. Co. permit to build on Starck Factory {illegible}
Application for a permit to build fireproof building on old Starck Factory {illegible} was presented
by E.N. Daly Hardware Co. accompanied with “blueprints” of {illegible}.
On motion application granted and permit given in compliance with ordinance No. 53.
C.M. Babcock permit to lay sewer pipe across street.
C.M. Babcock asked for permit to lay sewer pipe from NW corner of Park. Permit granted said
Babcock agreeing not to obstruct traffic during work on {illegible}.
Report of Com. visit to State engineer.
C.F. F{illegible} chair of committee appointed by council to visit State highway engineer in regard
to place for repairing {illegible} at north end of Miss. River bridge reported that he {illegible}
company with C.M. Babcock and W. F. Chadbourne had seen State engineer {illegible} at St Paul
and had decided to accept place offered by {illegible}. Report accepted.
On motion clerk was instructed to advertise for bids for repairing said bridge according to plans
furnished by State engineer {illegible}.
Appointment of assessor C.D. Leashbook
W.O. {illegible} duly elected Assessor {illegible} failed to qualify the Council proceeded to appoint
C.D. Leashbook. Clerk was instructed to notify Co. auditor immediately of said appointment.
The following bills were presented and on motion allowed.
C.F.{illegible} – expense of com. to St Paul – 8.70
The Patterson St. Lighting Co. - $42.00
No further business adjourned.
