VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL
SEPTEMBER 8, 1919
Special meeting of the Village Council was held at the Office of the Elk River Lumber Co on
th
Monday the 8 day of September 1919.
Members Present – J.H. Virgin, President, E.J. Keegan, Trustee, Bert Can, Trustee, and Wm Norval,
Clerk and also Mr. W.C. Buck “Engineer”.
Meeting called to order by the President at 8 o’clock p.m.
Bids received for water works
This meeting was called for the purpose of receiving bids submitted to the council for the
construction of Water Works in the Village of Elk River, Minn as per notice published in the Daily
ndth
News, a Mpls paper, on the dates of Aug 22 and 29 bearing the heading of “Notice for Bids”
The president giving notice that all bids were in and that the time to open said bids had arrived. The
clerk was duly ordered to open all sealed bids and read the same aloud. Mr. WC Buck, Engineer,
duly recording the same as they were read. There were Eleven (10) Bids in all, as follos

Bids for Well 12 inch
The Swenson Well Co Mpls $9.90 per foot
A.J. Carey and son St. Paul $12.00 per foot
McCarthy Well Co St. Paul $9.35 per food
Bids for Tank and Tower
St. Paul Co $13,000.00
Bids on Water Works
Construction Co, Duluth $51,990.00
H.J. Schmuth, Mpls $50,671.00
Sehnuth and Jackson Mpls $50,500.00
Republic Co, Albert Lea $49,800.00
W.C. Fraser, St. Paul $49,500.00
Phelps Drake Co, Hibbing $47,600.00
The last co did not include the Well by adding the hones cost on that $44,085 would make it
$47,650.00
Phelps Drake Co in their Bid on Alternate No 2 amounted to the following $44,880.00. The Council
finding that the lowest bid on the building was $3,600.00 and considering this bid too high asked
Phelps Drake Co if they would withdraw their bid in the building figure $3600.00. They said they
were will to do so provided that if the council should decided to let the contract that figure that they
be allowed the contract to construct the said building at the above amt $3,600.00. The Council
decided they would do so and have the same stipulated in the contract therefore their bid would be
as follows.
Phelps Drake Co bid an alternate no. 2 $44,880.00
Less amt allowed on bid for building 3600.00
Amount of their bid $41,280.00
Contract bid for water works to Phelps Drake Co, Hibbing, Minn
Moved by E.J. Keegan trustee and seconded by Ben Can that the bid of Phelps Drake Co $41,280
be accepted this bid being given from proposition (or alternate No. 2) of $44,880.00. Less the bid
considered on the building of $36,000 or (as stated above) leaving the bid $41,280.00 the president
called for votes. Trustee Can Aye. Trustee Keegan Aye and the Clerk being called upon to vote
voted aye: Wes none. The president declared carried and that the contract be awarded to Phelps
Drake Co of Hibbing Minn provided they provide and give the necessary bonds as security for the
contract.
Contract bid to McCarthy Well Co for artesian well
The bid for the sinking or drililing of an artesian well was awarded to the McCarthy Well Co of St.
Paul Minn their bid being the lowest $9.35 per lineal foot for 12 inch well
The Council being all in favor of giving them the contract for the same provided that they give the
required bond for security of the contract.
Mr. W.C. Buck consulting engineer filed his bill for the sum of $661.28 being 1 ½ per cent of his
commission of the contracts as follows
Phelps Drake Co contract $41,280.00
McCarthy Well Co 300 ft @ 9.35 $2805.00
1 ½ = $44,085.00 $661.38
Moved and seconded that the bill of Mr. WC Buck be allowed the same being one half of his
commission as per his contract on file the clerk was ordered to for the
amount $661.28 and permit the same to his office Mpls.
