VILLAGE OF ELK RIVER REGULAR MEETING CITY COUNCIL

Regular meeting of the Village Council was held at the residence of Wm Noval on Tuesday the 9
day of December 1919.
Members Present – J.H. Virgin, President, Bert Can, Trustee, and William Norval, Clerk
Visitors: Mr. H.P. Phelps of the Firm of Phelps Drake and CO Waterworks constructors, Mr. V.M.
Jackson who has charge of the work in the Village
Meeting called to order by the president at 8:30 p.m.
Mr. H.P. Phelps presented his bill from the constructions amounting to the sum of $12,687.00 less
the 15% retained until the contract was finished $1,903.052 leaving a balance due them of
$10,783.95 being for water mains and material delivered in the village and also for the installing of
water tower foundations. It was moved by the president and seconded by Bert Can and Carried that
the bill of Phelps Drake be allowed and a warrant be drawn for the amt. $10,783.95.
The bill of the McCarthy Well Co for St. Paul well contractors amounting to the sum of $794.75 was
presented for payment this bill was not allowed on account of not having been approved by Mr.
Buck the engineer. The clerk was instructed to return the bill to the McCarthy Well Co and notify
them that the council would not pay any bills for contract work unless the same were duly approved
by the Engineer in charge. The following bills were presented and on motion were duly allowed
