Item 4.1.
MEMORANDUM
TO:
Mayor and City Council

SUBJECT: Household Hazardous Waste Facility at the Elk River Landfill
On October 17, 2005, the Elk River City Council discussed working with
Sherburne County and the Elk River Landfill on constructing a permanent
Household Hazardous Waste Facility at the Elk River Landfill. The Council was
very receptive to the idea and encouraged staff to continue working on this
project.
From a City Zoning perspective, there are only two locations in the City where
this type of facility could be located: the Elk River Landfill and NRG. The Elk
River Landfill would be a better location for this type of facility since residents
would be able to dispose of other materials at the same time such as furniture,
electronics, appliances, etc. The Elk River Landfill has also shown interest in
working with the City and the County.
It was recently brought to my attention that the Stearn's County Mobile HHW
Collection Unit, whom the County contracts with for the collection events, will no
longer be able to participate in Elk River due to the amount of product and
vehicle participation. This information makes it more imperative to construct a
permanent HHW facility in this area sooner than later.
The City is willing to help facilitate the siting of a permanent HHW facility and
would do everything in their power to promote it and encourage its use.
