I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Westgaard and seconded by Commissioner Hartwig
to approve the agenda.
Motion carried 7-0.
4. Consider Consent Agenda
Moved by Commissioner Blesener and seconded by Commissioner Wagner to
approve the following consent agenda:
4.1 November 21, 2022, Regular EDA Minutes
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 7-0.

6. Public Hearings
There were no public hearing items.
7.1 Presentation — Beautification Committee Award Winner
Mr. Mollan presented the staff report.

Antonio Kuklok, Three Rivers Montessori, expressed his gratitude for the award
and thanked the family who worked on the pollinator garden.
7.2 EDA Properties Update and 2023 Brokerage
Mr. O'Neil presented the staff report and introduced Ryan Hardin of Hardin
Companies.
Mr. Hardin gave an update regarding the Tyler Street property and noted the
interested party withdrew from the purchase agreement.
The commission discussed the brokerage contract, which is set to expire in January
2023. Mr. O'Neil asked the commission for direction.
The commission agreed to continue with the contract into next year. Mr. O'Neil will
draft an agreement and bring it back for the January meeting.
7.3 2023 Annual Meeting Discussion
Mr. O'Neil presented the staff report.
Mr. O'Neil discussed action items to be undertaken at the annual meeting in January
and asked the commission if they had feedback on any items ahead of the meeting.
Commissioners indicated their satisfaction with processes from annual meetings in
the past and did not suggest any changes to the upcoming annual meeting.
7.4 General Updates
Mr. O'Neil provided updates on various items.
Mr. O'Neil invited Mr. Mollan to share with the commission regarding the
MidAmerican Economic Council Conference he attended in Chicago.

Mr. O'Neil and Mr. Mollan attended the Real Estate Journal Forum Conference. Mr.
O'Neil stated that it was good to see trends in other cities and what are the
difficulties in other communities.
Mr. O'Neil stated there are no website updates at this time.
Mr. O'Neil gave an updated regarding 2023 Together Elk River and 169 Redefine
campaigns. They will be doing an inventory of billboards to use during the 169
project.
Mr. O'Neil talked about the Community Economic Development Strategy, a 5-year
document that is a requisite to apply for federal funding/grants through EDA. Led
by the four counties in Region 7W, Mr. O'Neil and Mr. Mollan attended some
meetings that discussed this document along with other counties within the region.
Commissioner Blesener inquired to the degree housing was incorporated into the
plan and promoted housing as a critical need to facilitating economic development.
Mr. O'Neil expressed his gratitude to Commissioner Christianson for his service to
the EDA, and President Tveite expressed his thanks to Commissioner Christianson's
contributions over the last four years.
8. Adjournment
There being no further business, President Tveite adjourned the meeting of the Elk
River Economic Development Authority at 5:54 p.m.
