Background
The first five Task Force meetings have focused on providing background and education of
various studies and issues in order for Task Force members to reach a similar level of
understanding. Part of this background and education has included the following guest
speakers:
Michael Schroeder, LHB Architects & Engineers
• Designing along the river
• Sense of place and how it relates to historic preservation
• Downtown redevelopment principles
Frank Dunbar, Dunbar Development & Mark Moorhouse, Dominium, Inc.
• Market perspective of the redevelopment area
Terry Maurer, City Engineer
• Interregional Corridor Study as it relates to Hwy 10 through the downtown area
• Options and issues for Hwy 10 as it relates to the redevelopment plan
Presentation
Tonight’s presentation will include two guest speakers, Michael Koop of the State Historic
Preservation Office and Bonnie McDonald of the Preservation Alliance of Minnesota.
Speaker biographies are attached. The main goal of the presentation will be to discuss
preservation in the context of redevelopment.

SUBJECT: Heritage Preservation Commission (HPC) Policy

HPC Policy Recommendations
Background
In December 2006, Community Development Director Scott Clark provided the HPC with
an update on Task Force activities. Mr. Clark discussed a number of items including having
the HPC assist in defining how the words “preserve its historical character” in the Task
Force’s Mission Statement, could be achieved.
At that time, the HPC did not have a general historic preservation policy document and felt
that it was important to develop the attached policy recommendations in response to the
Task Force’s redevelopment study area.
HPC Chair Lindberg will present the HPC’s policy recommendations to the Task Force.
The HPC is requesting the Task Force consider this information as they begin the visioning
process and develop the Plan.
Staff is working to prepare a map to be provided at the meeting of the properties referenced
in the recommendations.

Background
The first five Task Force meetings have focused on providing background and education of
various studies and issues in order for Task Force members to reach a similar level of
understanding. In addition, the Task Force has generally discussed many policy issues
related to the following topics through small group work and numerous large group
discussions:
Redefining downtown
North and south sides of Hwy 10
Natural redevelopment progression
Hwy 10
Single family neighborhoods
River and other amenities
Policy Assumptions
The attached list of nine policy assumptions are statements that staff identified based on
Task Force discussions to date. Staff is asking that the Task Force discuss and clarify the
assumptions this evening. It is crucial that the Task Force reach a consensus on the

assumptions in preparation of its first visioning meeting on May 7.
