Recognize the promotion of Officer Michael Welsh to the position of Patrol Sergeant effective Februar�T 7,
2023.

Background/Discussion
The patrol seYgeant position became vacant afteY SeYgeant Zabee took oveY the vacant Special Services SeYgeant
position due to SeYgeant Block's retirement in April of 2022.
After an internal process, OfficeY Michael Welsh has been selected to be pYomoted to the rank of patrol seYgeant.
The patrol sergeant is responsible for dailyT supervision of patrol officers.
Officer Welsh is exceptionallyT qualified with over 16 yTears of law enforcement experience. Officer Welsh earned
his bachelor's degree in Law Enforcement from Saint Cloud State UniversityT in 2005. From there he began his
law enforcement career �vith the UniversityT of Minnesota Police Department in 2006. He joined the Elk River
Police DepaYtment in August of 2020 and serves as a Field Training OfficeY and is a member of the SWAT team.
Michael has done an excellent job serving the depaYtment and the communityr.
Financial Impact
This position is currentlyT budgeted, and he will start at the first pay step per the Sergeant Labor Agreement. All
payT and benefits will be consistent with union contract and city- policyT.
