Attached is a copy of the feasibility report for the reconstruction of Dodge Avenue from 5th
Street to approximately 1,000 feet north. This feasibility report was authorized in June of
2005. In conjunction with preparing this feasibility report, an informational hearing was
held with the affected property owners on Thursday, October 27, 2005. Information from
that meeting is contained in the appendix of the feasibility report. At your ~ovember 21,
2005 City Council meeting, I will be available to discuss the contents of the feasibility report
with the City Council.
Attached for your consideration is a resolution which receives the feasibility report and

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND ORDERING A
PUBLIC HEARING ON THE IMPROVEMENT IN THE MATTER OF THE DODGE
AVENUE IMPROVEMENT OF 2005
WHEREAS the Feasibility Report ordered by the Council in Resolution 05-71 has been
prepared with reference to the Dodge Avenue improvement and was received by the
City on November 21, 2005; and
WHEREAS the Feasibility Report recommends that the proposed improvement is feasible;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City Council will consider the Dodge Avenue improvements as described in the
Feasibility Report and the assessment of the property abutting this proposed improvement
for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Section
429, at an estimated total cost for the improvement of $281,000.
2. A public hearing shall be held before the City Council on the proposed improvement on the
17th day of January 2006, at 6:30 o'clock p.m. at the Elk River City Hall Council Chambers.
The City Clerk shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the hearing, and
mailed notice ten days to the hearing as required by law.

I. INTRODUCTION
This feasibility report for street reconstruction improvements on Dodge Avenue was authorized
through Council Resolution 05-71 adopted by the Elk River City Council at their June 20, 2005
meeting. The location of the proposed street for reconstruction in 2005 is presented on Exhibit 1
and as follows:

II. PROJECT SCOPE
The purpose of this study is to analyze the feasibility of street reconstruction improvements on
Dodge A venue. This study will discuss the existing conditions of the street and the storm
drainage system along with the sanitary sewer and water facilities. Also addressed within this
report are the proposed improvements, estimated project costs, proposed project funding sources,
and an anticipated project schedule. This project will be accomplished under Minnesota Statute
429, and will thus require a public hearing and assessment hearing. Project costs consist of
estimated construction costs plus overhead, which includes City administration, engineering,
fiscal, and legal expenses. The City's past assessment policies will be used as a guide to discuss
financing methods for this project.
III. NECESSITY AND COST-EFFECTIVENESS
Dodge Avenue was constructed in the early 1980's and sees significant traffic, both heavy
commercial and passenger vehicles. It is in poor condition and requires an inordinate amount of
maintenance to maintain a passable roadway. The project is necessary in order to provide the
residents of the City with safe and adequate public transportation facilities.
The project will minimize future maintenance costs and will likely be bid with other projects in
the City so the scope is large enough to ensure competitive construction bid prices. From this
standpoint the project is cost-effective.

IV. EXISTING CONDITIONS
Street
Dodge Avenue was constructed in 1981. It serves a commercial/office Planned Unit
Development, therefore, Dodge Avenue does serve heavier volumes of both light and heavy
capacity vehicles. The roadway contains numerous patches and areas showing both surface or
subsurface distress. The roadway has deteriorated with time due to the minimal thickness of the
existing bituminous surfacing and the heavier volumes of traffic.
Dodge Avenue is currently 30 feet in width. The improvement in 1981 consisted of a 4inch
gravel base and a 2 inch bituminous layer, with a bituminous berm.
Sanitary Sewer
Ten inch PVC sanitary sewer is located under Dodge Avenue. At the south end of Dodge
Avenue the sewer line heads west under TH 169 near KFC.
Watermain
Twelve inch ductile iron pipe watermain is located under the entire length of Dodge Avenue.
Storm Sewer
There are three catch basins connected by 15 inch concrete pipe with 21 inch pipe at the low
point of Dodge Avenue. This storm sewer is just north of the project's limits. There is no storm
sewer located under the portion of Dodge Avenue discussed in this report.
Existing Private Utilities
Private utilities that have facilities in or near the project area will be notified of the project and
requested to incorporate repairs and relocations with the project as needed. Private utilities
include Charter Communications, Elk River Municipal Utilities, CenterPoint Energy, Northstar
Access and Qwest Communications.
V. PROPOSED IMPROVEMENTS
Resolution 05-71 directed that two different options be considered for the reconstruction of
Dodge Avenue. They are as follows:

Urban Street Reconstruction Option
In the first option, Dodge Avenue would be reconstructed to a 42-foot width from face of curb to
face of curb. A 9-ton pavement design section will be built, meeting City standards, including
barrier concrete curb and gutter. As shown in Exhibit 2, the pavement section will consist of 3~
inches of bituminous pavement and 7 inches of aggregate base. This is the same street section
built in the 1995 Dodge Avenue reconstruction project north of this project. The design of this
section is based on a number of factors, including traffic load and native subgrade soils. Soil
borings will be conducted to verify the final street section design.
An integral part of the street design is the concrete curb and gutter, which collects runoff and
directs it into the existing storm sewer inlets. Concrete curb protects the edge of the road and
adjacent boulevard area from erosion. The proposed concrete curb and gutter will be a barrier
type curb; similar to curb constructed on the Dodge Avenue previous projects. There are no new
storm sewer facilities proposed.
Concrete driveway aprons will be constructed as a transition from the street to the parking lots.
Each driveway will be reviewed during preparation of plans and specifications to determine the
transition required. The driveway aprons taper the gutterline grade to the top of curb grade.
Minor changes in grade or elevations may be necessary on some areas to improve storm drainage
from the roadway surface. Wherever possible, grade changes will be made to minimize the need
for storm sewer extension. Efforts will also be made to minimize the amount of driveway
restoration required. All driveways would receive a minimum 3-foot wide concrete driveway
apron where the existing driveway approach meets the new concrete curb section.
In accordance with City Council direction to constructing pedestrian trails with new street
construction, the proposed improvements also includes a sidewalk located on the east side of
Dodge Avenue. The sidewalk will be 5 feet to 6 feet wide, and will complete the sidewalk on
Dodge Avenue from Elk Hills Drive to 5th Street.
Reclaimed Bituminous Option
The second option would be to reclaim (grind up) the existing bituminous surface, then provide a
new bituminous overlay. After further analyses this option was determined to be not feasible.
The reason is that with this approach the elevation of the existing street grade would need to rise
2" - 4", as the existing bituminous is ground up to provide additional base material and then a
new bituminous surface is overlaid on the existing base. Given the relatively flat driveways into
several of the existing businesses, raising the street grade is not a viable option due to drainage
issues it would create. If enough existing base material were removed to allow the overlayment

then the overall strength of the street section would be substandard to carry heavy commercial
traffic. For this reason, this option was not given further consideration.
Storm Sewer
A review of the drainage patterns and pavement conditions reveals that some locations do not
currently drain runoff away effectively and has contributed to the deterioration of the pavement.
Replacement the bituminous curb with concrete curb and gutters and/or slight grade revisions
would improve this situation.
Sanitary Sewer
No problems with the existing sanitary sewer have been noted. However, during the design
phase the existing sanitary sewer will be televised to determine if any corrections are necessary.
Watermain
Watermain improvements were discussed with Mr. Bryan Adams, General Manager of Elk River
Municipal Utilities (ERMU). There were no water improvements needed as part of this project.
The only watermain improvement would be to relocate the existing hydrants be behind the
proposed sidewalk.
The estimated costs for the proposed street improvements are included in the Project Cost
section of this report.
VI. EASEMENTS AND PERMITS
Right-of-Way and Easements
The existing 50-foot wide right-of-way will be adequate to construct the street improvements
outlined within this report. As street improvements will be designed to match existing
conditions as closely as possible, there may a requirement for temporary construction easements
in isolated cases. Permission would be secured from any property owners prior to such work
being initiated. These requirements will be further defined during the design phase of this
process.

Several permits will be required prior to the proposed construction improvements. Required
permits include, but not limited to, the following:

VII. INFORMATIONAL HEARING
An informational hearing was held on Thursday October 27, 2005. It was attended by
representatives of three of the eight properties in the project area. Subsequent to the
informational hearing, two other property owners contacted City staff regarding the proposed
improvement and potential assessment. All five property owners indicated general concurrence
with the proposed project.
Minutes from the informational hearing, a copy of the power point presentation, mailing list and
meeting sign-in sheet area provided in the Appendix.
VIII. PROJECT COST
The estimated construction and overhead costs for the proposed Dodge Avenue reconstruction
improvements are summarized in Table 1. Based on past experiences on similar projects in the
City, the overhead items have been estimated at 28% of the construction cost. These overhead
costs include City administration, engineering design, construction staking, inspection, fiscal,
and legal expenses.

IX. PROJECT FINANCING
The reconstruction of Dodge Avenue is proposed to be financed by assessments to the benefiting
properties and a contribution of City funds. The 1995 reconstruction proj ect of the north half of
Dodge Avenue was 50% assessed to the benefited properties and 50% City contribution. The
actual 1995 assessments are shown on Exhibit 3. When half of the proposed project cost was
spread as an assessment to the benefited properties for this improvement, the resulting amounts
were deemed to be higher than the properties could support. Therefore, the 1995 assessment
rates were adjusted for inflation and then spread to the properties in the current project based on
acreage. This method resulted in assessment rates from $7,500 to $30,000 with a total
assessment amount of $113,000 (40% of the estimated project cost). The proposed assessment
amounts per property are shown on Exhibit 4.

XI. CONCLUSION
The total estimated project cost for the Dodge Avenue Improvement Project is $281,000. As
stated earlier the project is proposed to be financed through a combination of assessments to
abutting properties and City contribution. The proposed improvements outlined in this report are
feasible from an engineering perspective.

The Elk River City Council is considering the reconstruction or rehabilitation of the south
half of Dodge Avenue. Earlier this year, the City Council ordered the preparation of a
feasibility study to analyze this proposed project. As part of this feasibility study, an
informational hearing has been scheduled.

At the informational meeting, proposed improvements will be presented and potential
assessments discussed. This project will result in assessments against your property for the
reconstruction or rehabilitation of Dodge Avenue. Your input to this process is important.

Presentation
City Engineer Terry Maurer went through the attached PowerPoint presentation
regarding the proposed reconstruction and assessment of Dodge Avenue.

Questions/Answers/Comments
Q Josh Benson of NASCAR Lube asked for further definition of the
assessment amount and how the payment would work.
A. Terry Maurer explained the payment method and collection through the
County with the payments being due with real estates taxes.
Q Russ Nohra asked if there would be sidewalk continued all the way down to
5th Street.
A. Yes, the section would look exactly the same as the north part of Dodge
Avenue with concrete curb and gutter and a sidewalk on the east side.
C. Gary Santwire indicated that he had spoken with Lynn Caswell of John
Oliver & Associates and although he could not make it to tonight's meeting,
he was interested in having the road reconstructed and especially interested
in having the sidewalk continued down to 5th Street.
Q Josh Benson asked about business operations during construction activities.
A. Terry indicated that there would be no difficulty keeping customer traffic
able to access all of the businesses. The only difficult time will be when the
concrete curb and gutter and sidewalk is poured due to the set up time of 3
to 5 days for the concrete. Businesses with only one driveway would have
that driveway poured in two pieces so that customers could access at all
times. Businesses with more than one access would have one poured and
then the other.
Q Russ Nohra asked what he needed to do to ensure that the project would
move forward.

A. Terry indicated that there would be a public hearing sometime in late January
or early February. Russ should attend that hearing and make his feelings
known. If he is unable to attend the meeting, a letter could be submitted
through Terry or the City Administrator that would become part of the
public record.
There being no further comments, Terry thanked the attendees for coming.
The meeting was adjourned at 6:35 p.m.
D. Other Property Owner Contacts
. On Tuesday, November 1, 2005 Terry received a call from Jill of Elk River
Printing indicating she had been out of town and had just seen the informational
meeting notice. Terry went through the presentation with her over the phone;
indicated what the proposed construction would look like, and that her property
was proposed to be assessed $7,500. Jill thanked Terry for the information and
said she would look for the public hearing notice.
. Bill Morrow of KFC called and set up a meeting at site, again because he was out
of town and unable to attend the informational meeting. The site meeting was
on Thursday November 3, 2005. Terry met Bill at his facility, discussed the
proposed improvements and the proposed $18,000 assessment against the KFC
property. Bill indicated no objection to the proposed improvements or the
proposed assessment.
