Dear Council Members:
As requested, on Wednesday November 2, 2005, we held an informational meeting with the
Highland Road and surrounding area (Ridgewood East/Ridgewood East 3rd Addition)
property owners. Attached are the following items as background information:

As you can see from the PowerPoint presentation, four options were presented to the
neighborhood. These included:
1. Do nothing
2. Add pedestrian facilities along existing Highland Road
3. Reconstruct Highland Road
. Narrower
. Urban section
. Sidewalks
4. Bring City sewer/water and reconstructed street throughout the Ridgewood
East/Ridgewood East 3rd Addition

The informational meeting lasted approximately 1 hour and 40 minutes. There was a brief
presentation at the beginning and well over an hour of questions, answers and comments.
The general tone of those in attendance at the informational meeting was they were not
interested in the sewer and water option, nor the" do nothing" option, but they were more
interested in either adding pedestrian facilities or reconstructing Highland Road with
sidewalks. I indicated to them that we would bring this back to the City Council and if the
Council gave us direction to proceed on any specific project, we would hold another
informational meeting during the process with the directly-affected property owners.
For the Council's consideration if deemed appropriate, I have attached a resolution ordering
a feasibility study for reconstructing Highland Road to an urban section, narrowing it slightly
and constructing sidewalks on one or both sides. As indicated in the PowerPoint
presentation material, the residents in attendance were told that this option would be
assessed at $6,500 - $7,000 per residential unit (similar to the Pavement Management
Program assessment method.) There was no one in attendance that raised objections to this
amount of assessment.
If you have any questions regarding this issue, I will be in attendance at your November 21,
2005 meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION FOR THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE HIGHLAND ROAD RECONSTRUCTION
IMPROVEMENT OF 2005
WHEREAS the City has determined that it should consider improving certain property by
reconstructing Highland Road between Jackson Road and Proctor Avenue (the
Improvement); and
WHEREAS Council must first secure a preliminary feasibility study in order to consider making
the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to Terry Maurer, City Engineer, who is requested to provide to
the City Council a report advising, in a preliminary way, whether the proposed improvement
is feasible and whether the improvement should thus be made as proposed or in connection
with some other improvement and the estimated cost of the improvement as recommended.
Passed and adopted this 21st day of November, 2005.

Dear Ridgewood East/Ridgewood East 3rd Residents:
The Elk River City Council has directed the engineering staff to hold an informational
meeting with residents along Highland Road and in the surrounding neighborhoods of
Ridgewood East and Ridgewood East 3rd Addition. The purpose of the meeting is to gauge
public opinion regarding the need for pedestrian facilities along Highland Road,the potential
reconstruction of Highland Road, and the interest, if any, in looking at extension of city
sanitary sewer and water utilities throughout the neighborhoods. The informational meeting
has been scheduled as follows:

At the informational meeting, the potential improvements to the area outlined above will be
discussed in general. Questions and comments will be received and a record will be created
of the meeting. This information will then be reported back to the City Council for
decisions on how to proceed, if at all. Your input to this process is important. If you are
unable to attend the meeting, you may either call me at 763/635-1051 or write to me at Elk
River City Hall. All input will be compiled and presented to the City Council at a future
date.

2. Presentation
City Engineer Terry Maurer went through the attached PowerPoint presentation. He
indicated that there was no specific project proposed for Highland Road or the surrounding
area at this time; that this is strictly an informational meeting to gauge interest in potential
projects in the area. Mr. Maurer reviewed four options which ranged from:
· Do nothing
· Add pedestrian facilities along existing Highland Road
· Reconstruct Highland Road to a narrower urban section with sidewalks on
both sides
· Bring City Sewer/Water and reconstruct streets through the Ridgewood
East/Ridgewood East 3[d Addition
3. Ouestion and Answers
After the presentation was complete, the informational meeting was opened to questions
and answers. The following is a summary of the questions asked and answers given:
Q: With an urban style street on Highland Road, will there be storm sewer and will that
change the drainage patterns?
A: Storm sewer will be included with a reconstructed urban style street; however, the
drainage patterns will not change. Runoff will still be deposited in the same low areas
where the current road drains.
Q: With the traffic increases should a reconstructed Highland Road have four lanes?
A: The typical two-lane facility can generally handle 10,000-12,000 vehicles a day. The
current traffic count in 2003 on Highland Road was measured at 3,000 vehicles a day.
Although we anticipate there will be growth in the traffic count on Highland, we do not
expect it to ever rise to the level of needing a four-lane facility.
Q: Relative to some of the other transportation issues that have shown up in the paper such
as the 193[d Avenue corridor study and the TH169 Geometric/Environmental study - do
they had any bearing on the proposal to reconstruct Highland Road?
A: The 193[d Corridor Study is on the east side ofTH169 and the TH169
Geometric/Environmental study was explained but it was indicated that MnDOT has no
money programmed for construction; therefore, the answer is that the discussion of
improvements for the Highland Road area is a stand-alone project and is not tied into
potential improvements on TH169.

Q: Will the homeowners be responsible for snow removal on a sidewalk or trail along
Highland Road?
A: No, the City Street Department or Parks Department will undertake the snow removal
activities from the sidewalk or a trail since it is deemed to have a larger regional
significance. However, it should be noted that trail snow removal is not the highest
priority in a snowfall event and it may take a day or two for the snow to be removed.
Q: Will there be additional lanes provided at Highland and Jackson for right turning
vehicles. Similar question regarding Highland and Proctor and at the entrance to Salk
School.
A: Geometries at these points would certainly be looked at in great detail if a project to
reconstruct Highland Road moves forward. At this point in time, we have not analyzed
the geometries or turning movements at any of these locations. It is reasonable to
assume that the street geometries would be widened out from the proposed 34-foot wide
urban service section at these locations to accommodate turning vehicles and bus
movements.
Q: Could the proposed costs of sewer and water be gone through again.
A: The slide involving the general costs of sewer and water, including assessment, hookups
and SAC and WAC was shown and explained.
Q: Are there stoplights proposed at any of the intersections along Highland Road?
A: No signalized intersections are anticipated. At this point in time, the answer would be
that we would replace the stop sign controls as they exist but we would also do a further
study of signing and striping along the whole corridor and have potential additional
signing/ striping proposals should the project move to the feasibility study.
Q: Has the traffic on Highland Road increased due to the closure of County Road 77
(proctor Road) further to the north?
A: We don't have specific information but it is reasonable to expect that some vehicles are
cutting across at Highland Road to take other routes northerly that had previously used
Proctor Road. The answer went on to explain the timing of the reconstruction of
CSAH 33/County Road 77 indicating that this area should be reopened sometime in
2007.
Q: Are assessments just added to taxes?
A: The assessment process and the collection of assessment through the real estate tax
statements was explained in greater detail.
Q: What was put in a few years ago along Highland Road?
A: It was explained that the Elk River Municipal Utilities used the Highland Road corridor
to connect their east and west high pressure water zones so there is currently a
watermain along the entire length of Highland Road, although no one has been required
to hook up to it and no one along Highland Road has been assessed for this work.

Q: Our property was assessed $1,700 several years ago for a sewer interceptor line. What
will become of that assessment?
A: It was explained that the $1,700 assessment several years ago was likely for an overlay
project but approximately 2S years ago there was a sewer interceptor assessment of a
much smaller value (likely less than $100 per lot) that was assessed. If this project moves
forward including sewer and water, the precedent has been that these previous
interceptor sewer assessments are given back as a credit against a future sewer
assessment. There would no credit given back for an overlay assessment since the
overlay of the roadways has served its useful life.
Q: If there were contaminated wells would everyone in the area have to hook up to the City
water system?
A: If there were some source of contamination that caused private wells to be contaminated
in the area, City water would be the only reasonable alternative; however, there is no
known source of contamination that would cause an event like this to occur in the
neighborhood.
Q: Comment from a resident on King Circle indicating that he thought sidewalk on
Highland Road would be a good improvement was wondering about sewer and water in
the whole area and indicated that he and his neighbors were not in favor of it.
A: The whole area is in the sewer and water district and if we are going to look at
reconstructing Highland Road, the question of whether or not the remaining
neighborhood would like to investigate the extension of sewer and water seemed to be a
question that should be asked. That is why it is on the option list this evening.
Comment: The neighborhood on Lowell Street south of Highland Road is generally happy
with their septic systems and wells.
Comment: Most of the residents on King Circle have recendy replaced their septic systems
and are happy with their performance.
Comment: Please do something with Highland Road, it needs to be reconstructed in an
effort to slow down traffic and provide safe pedestrian facilities. I am in favor of option #3.
Q: How much would option #2 cost which is just provide a trail along existing Highland
Road.
A: This would be deemed to be a temporary solution and would likely have no assessments.
Q: Is there any state or federal money available for sewer and water extension into the area?
A: There are only city funds available to help with the cost of sewer and water into the area.
No federal or state funds are available.
Q: Would there be any changes in the sharp curves or hills along Highland Road with a
reconstruction project.
A: We would likely be able to make some vertical adjustments but would be somewhat
limited to horizontal adjustments given the existing right-of-way width of the corridor.

minutes and a report to the City Council would likely be presented at a November 21, 2005

Dear Mr Maurer~
Perhaps you remember me from the meetings regarding the development of "the mall"
between Jackson Avenue and Hwy 169. I was part of a citizen committee to look at the
impact of "the mall" on the traffic patterns along Hwy 169, Jackson Avenue, School
Street and specifically Highland Road I was fairly vocal regarding the impact of this
development. Our highly regarded Traffic Engineer from Lakeville MN testified that
regardless of what the City of Elk River was saying~ there would be a very high impact
on these locations and intersections. You testified that the impact would be minimal. I
suggest you refer back to the minutes of the public meetings for reference to the subject.
They may be enlightening to review.
The fact is Mr. Maurer there has been a substantial impact. Traffic in these areas is vr::ry
bad at several times each day and particularly on Fridays. It becomes even haiardous on
Holiday weekends, eves of the openings of the fishing and hunting seasons etc. It is not
uncommon for the residents of Highland to have to wait several minutes before turning
safely onto Highland from their driveways. Speeding is an ongoing issue and is rarely
enforced. Quite contrary to your expert testimony during the "mall" meetings, Highland
Road has been and continues to be the major East-West corridor between Proctor
Avenue and the West side and Highway 169 and the East side commercial developments.
And now there are more being developed.

Now that there is "little or minimal" impact from the mall development, you have been
directed by the Elk River City Council to have a meeting to discuss Highland Avenue.
Imagine my surprise. This surprise started when we received a letter from you Monday
October 31st dated October 26, 2005, announcing there will be a public meeting on
November 3,2005. Considering the speed of the postal senrice it leaves very, very little
time for people who are extremely tight for time to arrange/rearrange their schedules in
order to be present and be heard. That being said, it is highly suspicious as well. The only
viable way to go on record is via letter and fax. At that I have no way of knowing our
concerns are heard by ''the public".
I wish to go on record as saying NO to ('pedestrian facilities" which in common English
are known as sidewalks! Sidewalks which snow removal will undoubtedly be the
responsibility of the adjoining residences. NO to sewer systems that I will have to pay for
as well as the inconvenience of having the street under construction for a summer. NO
and I mean a definite NO to city water. We have a wonderful well that is very clean, the
water is wonderful, does not smell or taste like chlorine and we would like it to remain
that way.
I would suggest to you Mr. Maurer, and to the City Council, the development of a
additional East-West corridor before you attempt a "band-aid" solution to the Highland
Road issue. I believe it would be highly advisable before property values along Highland
Road and its adjoining streets start to plummet from the city's folly. If you check, it
happened along Jackson, and is happening northwest of the Jackson intersection. 'What a
shame for those folks who have worked so hard to maintain their properties only to see
them diminish in value as a result of the city fathers poor planning. Unbelievable.
