6.16. SR 11-21-2005 Item 6.16. 13065 Orono Parkway Elk River, MN 55330 ~ovember14,2005 File: 226-092F The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, ~ 55330 RE: 2006 BITUMINOUS OVERLAY IMPROVEMEW FEASIBILITY SruDY Dear Council Members: In even-numbered years, the City has typically undertaken an assessable bituminous overlay project on some of the older streets in town. The purpose of these improvements is to extend the life of these streets as much as possible prior to the streets needing to be reconstructed. I have worked with Phil Hals and Mark Thompson of the Street Department to corne up with a recommendation for the 2006 assessable overlay project. The City has also tried to get one gravel road included in each overlay project in an effort to eliminate all gravel roads within the City. This year's recommendation is to overlay streets shown on the attached exhibit and listed below: . Deerfield 1st Addition . Deerfield 2nd Addition . Hidden Creek Addition . ~orth Meadows Addition . Oak Meadows Addition . Ridgewood Addition . Sandpiper Estates Addition . 213th Avenue It should be noted that City staff has been conversing with Gary Gadacz, president of the Ridgewood Association, regarding the overlay of their streets. The Ridgewood Association has actually submitted a petition indicating their desire to have their streets overlaid with the next available project. Attached for the City Council's consideration is a resolution which would order the preliminary feasibility report for the bituminous overlay project of 2006. Phone: 763.635.1000 Fax: 763.635.1090 www.cLelk-river.mn.us Since this is a City-initiated project, it requires a 4/5's vote of the Council to adopt the attached resolution. If you have any questions regarding this project, I will be in attendance at your November 21, 2005 City Council meeting. Sincerely, C-M~ T~urer,PE City Engineer s: \EngineerImprovProj\2006 Improvement Projects \2006 Overlay Project \ 11 14 05 cc memo.doc RESOLUTION 05 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION FOR THE CITY OF ELK RIVER ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE BITUMINOUS OVERLAY IMPROVEMENT OF 2006 WHEREAS the City has determined that it should consider improving certain property by providing a bituminous overlay (the Improvement) in the following locations: . 213m Avenue .
