Background/Discussion Council directed staff to submit an application for Corridors of Commerce Grant funding at its November 21, 2022, regulaY meeting. Since then, staff have worked to complete the remaiuing supplemental Yequirements of submittal `vhich includes a resolution of support The application submitted is for a grade separated interchange at TH10/169 and Twin Lakes Road, grade sepaYated inteYchange at TH10/169 and Adams Street and associated fYontage and backage Yoad connections in accordance with the `local supported option' contained in the recently completed Highway 10 Corridor Study. If successful in securing funding, the project would go through several years of development and refinement to include environmental review, preliminaryT design, right-of-`vayT acquisition, final design, and construction. Notification of pYoject funding is anticipated in April of this yreaY. Financial Impact Project cost sharing `vould be discussed in depth if project was selected. PowEREo ar �I'1 ���� Update�l• January 2023 City of Elk -�-� RiVer City of Elk River City Council Resolution 23- A Resolution of the City Council of the City of Elk River Supporting Corridors of Commerce Funding For the US Highway 10/169 Safety and Congestion Mitigation Project WHEREAS, US High�va�T 10/169 is a State High`va�T used for personal and freight transportation with local and regional connections; and WHEREAS, traffic volumes continue to gro�v as the regional population increases; and WHEREAS, the safety and performance of this corridor continues to decline everyT year; and WHEREAS, existing and future traffic volumes are such that congestion is and will continue to negativelyT impact the abilityT of the corridor to move traffic; and WHEREAS, the CityT of Elk River, in parmership �vith iVIriDOT, Sherburne CountyT, Anoka CountyT and the CityT or RamseyT has developed preliminary locations and la�Tout for t�vo grade separated interchanges; and NOW, THEREFORE, BE IT RESOLVED b�T the CityT Council of the CityT of Elk River,l�linnesota, as follo�vs: the Elk River Cit�- Council supports a project that provides two gYade sepaYated interchanges (TH10/169 at Twin Lakes Road and TH10/169 and Adams Street) and associated frontage and backage road connections consistent `vith the locallyT supported option that has been included in the recentlyT completed HighwayT 10 Corridor Stud�T.
