Concept Review for a 9-unit residential
project, Case No. CR 23-01
Action Requested
Provide the applicant with informal, non-binding, feedback regarding the proposed development project.
Background/Discussion
The applicant requests feedback regarding a proposed nine-unit
residential project. Each unit would be a single-family home with its
own driveway access to a street. The commission reviewed a much
larger concept on this property last spring, which included three
apartment projects.
Currently, the land use and zoning designations for the property do
not support the proposed use. The applicant is seeking feedback from
the commissions regarding their level of support for a potential
Comprehensive Plan amendment and rezoning to support the uses
outlined in the concept plan.
The applicant has reached out to MnDOT regarding property line
boundaries and stormwater concerns. Additional comments from
staff include access to the city owned land adjacent to the project area,
public v. private streets, and utility service.
Mission/Policy/Goal
Support the growth and development of the community.

prepare restrictive covenants and standards that will apply to the entire neighborhood.

covenants will be tailored to the Developer’s vision of the neighborhood. Each builder will be
required to meet the specifics of building types, landscaping, and overall goals of the
