ELK RIVER TOWN BOARD MEETING
AUGUST 2, 1971
The meeting was called to order by the chairman Earl Schulke. Gary Santwire met with the board in
regard to the road in his new addition. Also spillways on road in Ridgewood Addition. E Specht
moved that Gary Santwire install 5 cement spillways in Ridgewood Add. Work to be guaranteed.
Seconded by Frank Madsen. Motion carried. Cement to be 3000 lb. E Specht moved and seconded
by E Schulke that an attorney be authorized to draw up a legal description of Anna Meyers Road.
Motion was carried. A motion made and seconded meeting be held on second Monday in Sept and
notice be put in paper. Motion carried. Lloyd Brown and Mrs. Opal Peglow explained that they had
subdivided their land and a neighbor has 12 or 14 horses next to their home on a 2 ½ acre piece of
land. Earl suggested that the Board go talk to Mr. Littlefield to see if he will reduce number of
horses or the Town Board will appoint a health officer to look into the matter. It was voted and
carried. Ben Roper and Jerry Palmer met to ask for an ordinance to prohibit fire arms being fired in
their area. The area described is bounded by old highway 10 on south to Big Lake line on West Rail
Road on north and back to Village limits. It was decided to refer this matter to the attorney for an
opinion. It was moved that above matter be taken up with attorney. Motion carried.

The Town Board discussed the petition presented by Ben Roper and Jerry Palmer at length. Due to
increased number of residents in the area mentioned in the petition and the fact that shot from
shells have been falling on homes in the area the Elk River Town Board decided that it would be for
the best interest of residents if the area that an ordinance covering the use of fire arms in the area be
drafted. There were some 30 signatures on the petition which is a majority of all residents living in
described area. Considering the possible danger resulting from the use of fire arms in the described
area to residents the Town Board is instructing the law firm of Douglas, Bell, Donlin, Schultz and
Peterson to look into the legality of such ordinance. If it proves to be legal then to go ahead and
draft such an ordinance for Elk River Town Board.
