Background/Discussion
During the short 2022 splash pad season, staff observed preschool buses/vans bringing groups to Orono Park.
Recently we have had requests for rentals at Orono Park from daycares and nonprofits to use Splash Pad. This
has created capacity concerns and the need for a policy to address this. The City of St. Michael developed a
policy we have incorporated into ours to address the demands we expect to be placed on our new facilities this
summer.
Our proposed policy requires groups such as daycares, YMCA’s, schools etc...to make a reservations via the city’s
website. The reservations will require a shelter or pavilion rental and allow access to amenities for a 3-hour block
of time with no additional fees.
We plan to re-evaluate the policy at the end of the summer season.
Financial Impact
Organizations and groups are required to pay the current reservation fees for pavilions and shelters.

Daycares, clubs, schools, churches, non-profits, etc. planning a field trip must
book an Organization/Business Large Group Reservation. This reservation serves
to maintain daily playground and splash pad capacity, parking space, safety and
preserve impact to open green space.
Applies to groups over 8 people.
Maximum group size of 40 people
Groups must also rent a park shelter or pavilion (fees apply, please see rental fees for
shelters and pavilions)
Groups must provide proof of rental if asked i.e. permit/rental receipt
Groups without reservations will be denied access.
Reservations are offered in 3-hour blocks:
10:00 a.m.-1:00p.m.
1:00 p.m.-4:00 p.m.
4:00 p.m.-7:00 p.m.
