1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Heritage Preservation
Commission was called to order at 6:00 p.m. by Chair Lindberg.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider January 19, 2023, Agenda
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to
approve the January 19, 2023, agenda.
Motion carried 5-0.
4. Minutes of November 17, 2022, Heritage Preservation Commission
meeting
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to
approve the November 17, 2022, meeting minutes.
Motion carried 5-0.
5.1 Elk River Documentary
Commissioner Griffiths stated the video is still a work in progress and an extended
trailer, around 13 minutes, was presented at the Farmer’s Market. Mr. Carlton noted
that he will forward a link for the video to all Commissioners.

5.2 Additional Projects and Updates
Commissioner Maurer asked about construction of an information kiosk, like the
one at Rivers Edge Commons, to be located at the historic water tower site.
Mr. Carlton stated there was no park improvement budget specific for this idea. He
stated there is an annual grant that the commission could request. The commission
discussed the small parcel adjacent to the water tower that is for sale, and creating a
fundraising campaign to secure funds or grants for an information kiosk.
Mr. Carlton discussed the Uppertown mural artwork. Commissioner Griffiths
indicated he reached out to the Elk River High School art department, and they were
open to being a part of this creation. Commissioner Cole suggested the idea of a
modern history photography theme, spotlighting small business owners or members
of the community who have contributed to the growth of the city.
The commission also discussed attending the Farmer’s Market in 2023. They
discussed providing interesting displays to draw people into their booth, freebies to
distribute to the public, and determining if they want to encourage people to bring
in their photos. Mr. Carlton indicated he will check with the communications
department to see if there’s a possibility of the city hosting these photos.
Commissioner Maurer suggested reaching out to John Houlton to see if he would be
willing to share his historical photos.

The commission then viewed the draft Elk River Documentary. Commissioner
Griffiths asked for feedback from the commission regarding any suggestions or
changes to the documentary.
6. Adjournment
There being no further business, Chair Lindberg adjourned the meeting of the Elk
River Heritage Preservation Commission at 6:28 p.m.
