Consider Agenda MayoY Dietz added Item 6.2 Introduction of New Emplo��ee to the agenda. :� Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve the agenda as amended. Motion carried 5-0. Consent Agenda Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve: 4.1 February 21, 2023, Minutes. 4.2 Check register as outlined in the staff report. 4.3 Adopt Ordinance 23-04 granting a franchise to Tekstar Communications, Inc., to construct, operate, and maintain a cable system and provide cable services, Agreement 2023-03 and Adopt Resolution 23-10 for summary publication of the franchise ordinance. 4.4 Approve an update to the Information Securiry Committee Charter. 4.5 Adopt Resolution 23-11 for summary publication of Ordinance 23-02, a gas franchise ordinance with CenterPoint Energy. 4.6 Approve a Temporary On-Sale Liquor License to the Elk River Rotary Club for the Taste of Elk River event scheduled for May 18, 2023, with the condition alcohol must be limited to an area enclosed by fence with a secure, controlled access. Representatives of The Bank of Elk River John Babcock, Chairman, President, and CEO, Bill LaVigne, Chief Operating Offcer, and Julia Schreifels, Vice President of Marketing and Communications were at the meeting. Moved by Councilmember Wagner and seconded by Councilmember Westgaard to adopt Resolution 23-12 acknowledging contribution by The Bank of Elk River. Motion carried 5-0. Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve adoption of the contract with The Bank of Elk River. Motion carried 5-0. 1VLr. HeckeY added that there aYe nine conceYts this summer from June 15 to August 17. Introduction of New Employee Fire Chief Dickinson introduced Fire Administrative Assistant Ali Balabon. Council `velcomed Ms. Balabon. Public Hearings There were no public hearings. Council Liaison Updates �� Councilmembers provided updates as outlined in the respective advisory board's minutes. Mayor Dietz asked about some of the decoY used at the foYmer ice Yink and when it would be hung at the FurnituYe and Things Communit�r Event Center. Councilmember WagneY will follow up on when they will be hung. Councilmember �estgaard asked if placer.ai data could be compiled for the hockey tournament recently held at the Furniture and Things CommunityT Event Center including where people are coming from and wheYe they are eating before and after games. CouncilmembeY Beyer added that the State VFW Invitational Bantam Hockeyr Tournament will be held March 10-12, 2023, and he would be interested in seeing where people stayT overnight for a multi-day tournament. Councilmember Wagner noted that digital billboards will be located on Highwa�T 169 from Ma�T-October this year advertising Together Elk River, supporting the Northbound liquor store, and including Farmer's Market and concert information. Councilmember Wagner stated that the Housing and Redevelopment AuthorityT (HRA) approved a contract with Veit to demolish the Elk River Meat building site around March 20, 2023.
