03-09-1976 TBM ELK RIVER TOWN BOARD MEETING MARCH 9, 1976 Annual Town Meeting Annual Meeting was called to order by Town Clerk at 8:10 Nominations for chairman of the meeting were called for. Everett Rathbun was nominated by Gordy Fredrickson seconded by Frank Madsen There being no other nominations E Rathbun was declared chairman. Clerk read minutes of last years annual meeting. Treasurers Report General Fund 16,633.14 Road and Bridge 3,786.82 Federal Sharing 2,530.72 Motion to approve as read by Gordy Frerickson second by Dick Hinkle carried. Chairman Rathbun introduced Wayne Same from the DNR. Mr. Same gave a report on the purposed scenic river plans for the Miss. From St. Cloud to Anoka. A full public hearing is scheduled for North Jr High on March 23. A motion was set forth by Gordy Fredrickson second by Irv Moldenhauer that the Twp go on record and recommend to the DNR that the same regulations on lot size apply to the City and Twp even after consolidation. The being 20,000 sq ft. Motion carried. Mr. Same stated that lots of record would not be affected. Motion by Erwin Specht that the Twp pay a gopher bounty. 25 cents from Twp to be matched by County. Seconded by Kenneth Lockwood. Carried. On a motion by Erwin Specht seconded by Gordy Fredrickson the following were purposed as tax levies for year General Fund 5000.00 Road and Bridge 25,000.00 Carried. On a motion by Frank Madsen seconded by Gordy Fredrickson it was recommended that Twp contribute 3000.00 from General Fund to joint recreation board. Carried. Gordy Fredrickson moved and Dick Hinkle seconded that a limit of 6000.00 be placed on legal services for the year. Carried. Election results For supervisor – Frank Madsen 69 Gerald Palmar 5 Rosa Ann Borke 1 For Clerk Wallace Fox 73 Dave Dill 3 Frank Madsen gave a report on progress of consolidation talks with city. Gerald Palmar made a motion and Hank Duitzman seconded that the residents of the Twp go on record as supporting the position of the Twp board on consolidation. Carried. A proposal was set forth to change the supervisors pay from 16.00 per day to a flat monthly rate of 75.00. Moved by Erwin Specht seconded by Gordy Fredrickson Carried. On A motion by Erwin Specht seconded by Dick Hinkle that the Twp go on record in favor of keeping the court house in Elk River. Carried. The President of the Lake Orono Ass. Spoke briefly on the problem with the dam. Clerk was instructed to write letter to City Police Chief in regards to action of City Police in Twp.
