VILLAGE OF ELK RIVER COUNCIL MEETING JULY 15, 1968 The regular semi-monthly meeting of the Elk River Village Council was called to order by Mayor Barelt on July 15, 1968, Syring and McRae absent. Minutes of the July 1 and July 8, 1968 meetings were read. No additions or correction. Bartelt reported that the July 19, 1968 scheduled meeting of the Board of Review has been postponed until 7:30 pm July 31, 1968. A motion was made by Konop, seconded by Hudson and carried, to grant the renewal of an of and offsale 3.2 beer license at the Crossroads Café. A motion was made by Konop, seconded by Hudson and carried, approving plans presented by the Minn. State Highway Dept., for improvements of the North lane of Highway 169 within the village limits, a copy of which is attached. The meeting was called open to Public Hearing on the proposed 1968 street improvements on School Street between Holt Avenue and Highway 169, presided over by Village Engineer William Mills. Stan Guth, representing the Builders Land Co., although in favor of the improvement, pointed out that sewer and water lines have not yet been built in their housing development, and that it would be unwise to pave the street now and have to tear it up later. Frank and Otis Nickerson, representing the Nickerson Estates, were in disfavor of this improvement, pointing out that the school traffic could use Highway 101 and Elk Hills traffic could travel Highway 169 and Main Street. Public Hearing adjourned. Councilman Hudson moved that further consideration of the matter of grading, paving and improvement of School Street, the Hearing on which was duly held this date pursuant to notice given according to law, be laid on the table. Clerk Konop seconded the motion. Motion was unanimously carried. Councilman Hudson introduced the following resolution and moved its adoption: Resolved by the Village Council of the Village of Elk River, Minnesota as follows: 1. The final plans of William Mills, the Consulting Engineer for the Village for grading, paving and improvement of the following described streets with-in the Village are hereby approved as submitted, to-wit: th Oxford: From U.S. Highway No. 10 to 4 Street. th Rush: From U.S. Highway No. 10 to 4 Street. Norfolk: From U.S. Highway No. 10 to Main Street. Morton: From U.S. Highway No. 10 to Main Street. Elk Hills Drive: From U.S. Highway No. 169 to end of W. Coles property. 2. The Village Clerk is hereby authorized and directed to cause advertisement for bids for the construction of said improvements to be published in the Sherburne County Star News on thth Juy 18 and 25, 1968, according to law, which bids shall be opened at 8:00 o’clock P.M. Monday, July 29, 1968 at the Municipal Building in the Village of Elk River. All bids shall be accompanied by a cash deposit, Cashiers Check, Certified Check or Bid Bond, in an amount not less than 5% of the bid amount. th 3.
