DISCUSSION:
• We are planning for the next Information Security Committee meeting and are looking
at May 9 as a potential date. We are also working with City IT staff on a trial of multi -
factor authentication software.
• We are continuing with the Infrastructure Investment and Jobs Act (IIJA) grant
application process. In selecting projects for this grant application, staff looked at
projects ERMU already had identified within the next 5 years of the long range budget.
The grant covers 50% of project costs, and would apply to the 2024-2028 timeframe.
Staff is looking for commission consensus to support the grant application. ERMU's cost
between 2024-2028 would be 50% of the project total, which is $1,250,000. Formal
approval of spending in each year would be done through the yearly budget process,
but a commitment of intent to complete the projects must be submitted with the grant
application. A draft copy of the commitment letter is attached.
• Staff continues to work with DGR Engineering to assemble a bid package for the
transformer supply and delivery to replace the Otsego substation transformer.

Commerce Regional & Community Resilience Advancement Grant Application

This Letter of Commitment confirms the support and involvement of Elk River Municipal Utilities
providing services to our community in Elk River, Minnesota in the development of the
Minnesota Department of Commerce Regional & Community Resilience Advancement Grant
Application. As part of this effort, we propose to underground circuits in the Dayton portion of
our service territory, add a looped connection to feed from another substation, upgrade
controllers to communicate and bring data into SCADA, and upgrade our SCADA communications
and storage options.
We understand that DOE seeks to deploy and catalyze transmission and distribution solutions
that improve grid reliability and resilience on a local and regional scale. The Project we are
proposing will advance these objectives in our community by installing equipment to allow for
better fault information, allowing quicker fault restoration and provide the equipment needed
to implement future automatic restoration.
We understand that as a participant of this grant, we are proposing projects totaling $1,250,000,
of which we will be responsible for a 50% cost share. Please contact me if you have any questions
