Members Present: President Dan Tveite, Commissioners Cory Grupa, Mike Beyer, Jennifer Wagner, Jeff
Hartwig, and Charlie Blesener
Members Absent: Commissioner Matt Westgaard
Staff Present: Economic Development Director Brent O’Neil, Economic Development Specialist Joshua
Mollan, and Deputy City Clerk Jolene Richter
1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority
was called to order at 5:30 p.m. by President Tveite.
2. Pledge of Allegiance:
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Wagner and seconded by Commissioner Hartwig to approve the agenda.
Motion carried 6-0.
4. Consent Agenda
Moved by Commissioner Blesener and seconded by Commissioner Grupa to approve the following
consent agenda:
4.1 February 21, 2023, minutes.
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/Expenditure reports as outlined in the staff report.
Motion carried 6-0.
5. Open Forum
No one appeared for Open Forum.
6. Public Hearings
There were no public hearing items.
7.1 Recharge MN Donation

Mr. Mollan presented the staff report.
Councilmember Wagner asked what the expected audience is for the event. Mr. O’Neil answered at other
events they had about 500 test drives and that is the goal for this event as well.
Moved by Commissioner Blesener and seconded by Commissioner Grupa to approve a
contribution of $2,500 to Recharge MN to support Elk River’s EV Expo and Test Drive Event.
Motion carried 6-0.
7.2 General Updates
Mr. O’Neil provided updates on various matters outlined in the staff report which included:

A purchase agreement for the potential buyer of the 170 Street property.
Together Elk River updates: the committee is working on the start of the billboard plan for 169
Redefine. Together Elk River is looking for two new members for the committee.
EDA and HRA website: they signed another year contract with Golden Shovel.
HRA’s Purchase of Elk River Meats: There will be discussions regarding the site and what should be
done with the site.
Upcoming Work Session Topics: It is now the two-year mark for the EDA strategic plan and time
to review the plan.

The regular meeting adjourned at 5:41 p.m.

Development Authority was called to order at 5:00 p.m. by President Tveite.

The purpose of the meeting was to consider offers or counteroffers for the purchase

3. Adjournment
There being no further business, President Tveite adjourned the meeting of the Elk
