9.0 PRSR 02-08-2023 Memorandum To: Parks and Recreation Commission From: Michael Hecker, Parks and Recreation Manager Date: February 8, 2023 Subject: Manager’s Report This report is a monthly highlight of department activities related to recent collaborations, strategic planning, staff changes/developments, and park operations. Boards and Commissions Attendance Policy City Council recently provided direction that the attendance policy is effective January 2023. This policy is as follows: A member shall be expected to maintain a suitable attendance record. Attendance is vital to board service and City Council expectations. Because attendance is important, the City Council has adopted the following attendance policy: Members shall be automatically removed for lack of attendance. Lack of attendance is defined as: Regularly scheduled monthly commissions – missing three (3) regularly scheduled meetings during a calendar year. All other commissions – missing two (2) regularly scheduled meetings during a calendar year. Participation for less than three-fourths of a meeting shall be the same as a failure to attend a meeting. Members removed pursuant to this paragraph shall not continue to serve on the board and such removal shall create a vacancy. A member may appeal the termination by requesting a hearing before the City Council within 10 days of notice of termination. A standard commission attendance form shall be used by all commissions for the staff liaison to record attendance. The Office of the City Clerk shall forward the attendance record to the City Council at the end of each June and December for the Council review. Commission members shall notify the staff liaison of planned absences 72 hours prior to the meeting missed. Annual Board and Commission Appreciation Dinner Invitations were sent out in late January for the Annual Board and Commission Appreciation Dinner scheduled for February 23, 2023, at 6:30 p.m. at the Furniture and Things Community Event Center. Commissioners are requested to RSVP by February 3. Item: 9 Outdoor Ice Rinks The Handke warming house is now open seven days a week effective January 23. This is up from the five days we were initially open as we have obtained more staff. The hours are 3 - 9 p.m., Monday-Friday and 2 -9 p.m. on weekends. The warming house at Spectrum opened on Friday, February 3. We are planning to be open Friday from 3 - 9 p.m. and on weekends from 2 - 9 p.m. Park maintenance has had difficulties getting the ice to set because of snow, rain, and the warm weather a few weeks ago. Orono Park Pickleball Courts Shade Structures The contractor started installing the Orono Park shade structures on New Year’s Eve weekend. We are working with the contractor on the design.
