Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to ordeY at 5:57
p.m. by MayTor Dietz.
Reconvene Board of Appeal and Equalization Meeting
Ms. Moen asked Council to make a motion regarding the propert�� owners who did not speak at the April
10, 2023, BoaYd of Appeal and Equalization meeting so that they could continue their appeal at the county
level.
Moved by Councilmember Westgaard and seconded by Councilmember Beyer to vote no change to
the following parcels: 75-413-0110, 75-491-0120, 75-717-0105, 75-664-0215, 75-538-0406, 75-664-0225,
75-664-0115, 75-662-0315, and 75-500-0265. Motion carried 7-0.

1VLr. Holker stated he had reviewed the propertyr and made some adjustments to the cYawl space and garage.
It is difficult to find comparable sales because of the squaYe footage of this split-entryr home.
Council Yecommended a total estimated value of $506,100.
Moved by Councilmember Beyer and seconded by Councilmember Westgaard to lower the total
estimated value to $506,100 on parce175-809-0105. Motion carried 7-0.

Moved by Councilmember Westgaard and seconded by Councilmember Grupa to adjourn the
meeting of City Council as the Board of Appeal and Equalization. Motion carried 7-0.

important to pre-history or history shall be reported to the city immediately. Further,
the ciry reserves the right to stop work authorized in its approval until the site is

Mr. Carlton presented the staff report.
Ma�ror Dietz opened the public hearing. There being no one to speak to this issue, MayTor Dietz closed the
public hearing.
Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve the
Conditional Use Permit authorizing automobile storage with the following conditions to satisfy the
standards set forth in Section 30-654:
1. The parking and driveway area outside of the fenced area shall be bound by B612 curb and
gutter.
2. All parking and driving areas must be fnished with an approved surface — bituminous,
concrete, or compacted class 5.
3. The fence line parallel to the city street must be improved to include a 100% opaque covering.
4. All areas not identifed for parking or driving areas shall be restored and maintained as turf
grass in accordance with city standards.
5. Outside of short-term staging requirements, there shall be no storage of vehicles outside of
the fenced area, to include the city street, exterior parking area, and landscaped areas.
6. This CUP only authorizes the storage of vehicles within the fenced area. Residential or offce
uses are not authorized as part of this CUP.
7. All conditions of this CUP, including turf establishment, curbing, stormwater improvements,
and removal of all operations/parking outside of the fence, shall be completed by June 30,
2023.
8. Staff approval of all site and civil plans.
Motion carried 5-0.

10.1 Concept Review: County Road 33/County Road I Residential Subdivision
Mr. Carlton presented the staff report.
l�layor Dietz asked how many lots would be one acre. Mr. Carlton Yesponded aYound 25%. The size of the
lots depended on their location neaY wetlands and utilityr easement.

Mayor Dietz commented that the development would connect existing streets. Mr. Carlton stated Sherburne
CountyT `vas in support of connecting these roads.
The Council liked the development plan as long as there are septic solutions for smaller lots. The project
will be reviewed byT the Planning Commission.
I 0.2 Joint Meeting with Energy City Commission
1��. PoYtner pYesented the staff report.
Energ�T CityT Commissioners Case�T Mahon, Vern iverson, and Levi �esoph «�ere in attendance.
Mr. Mahon gave a presentation on the progress of the Energy Cit�� Commission including defining their
mission, voting for leadership, and identifyTing three goals to accomplish in 2023.
Mr. Wisner gave an update that an Eagle Scout will be working on installing the solar picnic table.
The Commission would like to develop a sign campaign that recognizes residents and businesses that
achieve certain levels of environmental sustainabilityT. TheST will also be publishing four articles in the StaT-
Ne�a�s on environmental issues.
The Commission stated the Elk River ElectriFL'Ncation and Test Drive Event will be held at the Furniture
and Things Communityr Event CenteY on August 5, 2023. They will also be pYesent at the SeptembeY 28,
2023, Elk River Farmer's Market.
I 0.3 Rolling Hills Sewer Extension -
Mr. WisneY pYesented the staff report He will be requesting bids foY the Rolling Hills SSTS pYoject. Rolling
Hills HOA Yepresentatives requested to view the final design and bids befoYe staff Yecommends an option
to Council. Percentage rates and term lengths will be deteYmined after the legislatuYe has decided whetheY
theyrwill be assisting the homeowners financiall�r.
1��. Wisner stated that the agreement will include 60 da�rs for the contractor to hold their bid amount and
that all 28 homeowners must sign off on Petition and WaiveY foY pYoject assessment.
I 0.4 Sanitary Sewer Ordinance Billing
iVLr. Wisner presented the staff YepoYt. Elk River Municipal Utilities discovered that the current oYdinance
has a senior citizen exception, howeveY, their billing softwaYe does not have the capabilityr to add birth date
information.
The item ���ill return to the Cit�T Council as a public hearing for an ordinance amendment.
Council consensus to direct staff to remove the senior citizen exception from Ordinance Section 78-
187.
