REQUEST
Council is requested to conduct a public hearing and adopt the 2006 fee schedule.
BACKGROUND
Attached is the proposed 2006 fee schedule for Council review. Fees for services are
reviewed by staff and Council on an annual basis to ensure that fees charged cover the
services that are provided by the city. In the attached fee schedule, the proposed changes are
highlighted in red. The current fee amount to be changed is illustrated with a strikethrough.
With the recent change in State Law, the cities can now only charge $.25 for copies. State
law requires any fees dealing with land use to be enacted through ordinance with a public
hearing.

A substantial portion of the park improvement budget consists of products or services that
are rising in price faster than the cost of living.
· The cost of paving trails, sports courts, and parking areas is closely related to the
cost of fuel.
· Playgrounds, benches, and fencing for backstops are subject to rising steel costs.
. Prices for land acquisition are increasing rapidly.
In order to maintain purchasing power at 2005 levels, staff recommends an increase of 5%
on park dedication fees for 2006.
PARK COMISSION RECOMMENDATION
At the November 9, 2005 Park commission meeting, the Commission voted 7-0 to
recommend a 5% increase in park dedication fees

MECHANICAL PERMIT FEES
FEES REQUIRED
The Chief Building Inspector, before issuing any permit for the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, or
appendages, shall require the payment by the applicant for such permit of fees in the
amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building Inspector be
less than fifteen dollars ($15.00).
PERMIT FEE FOR HEATING. VENTILATION AND AIR CONDITIONING
APPLIANCE ITEMS. CONNECTIONS OR APPENDAGES
For any permit for the installation, alteration or repair ofthe above-referenced items, the
fee shall be one and one-half percent (1.5%) ofthe valuation of the work or as calculated

AN ORDINANCE OF THE CITY OF ELK RIVER
ADOPTING THE 2006 FEE SCHEDULE
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. Pursuant to Minnesota Law, and the Elk River City Code, a fee
schedule for City services and licensing is hereby adopted.
2006 Master Fee Schedule.
(a) The Code of the City of Elk River establishes that certain fees beset from
time to time by the Elk River City Council.
(b) City staff has reviewed the current Master Fee Schedule for the City of Elk
River and is hereby recommending that the 2006 Master Fee Schedule,
hereto attached as Exhibit A, B, C, and D be adopted.
(c) Upon consideration and review of the Elk River City Council, the 2006
Master Fee Schedule, hereto attached as Exhibit A, B, C, and D is hereby
adopted and becomes effective January 1,2006.
Section 2. This ordinance shall be published on December 14, 2005 and shall
become effective beginning January 1,2006.
Passed and adopted by the City Council of the City of Elk River this 5th day of December

ADOPTING THE 2006 FEE SCHEDULE
The City of Elk River does ordain:
On December 5, 2005, the Elk River City Council adopted Ordinance OS-_
adopting the 2006 fee schedule. This Master Fee Schedule, referred to as Exhibit A, B, C,
and D, has some slight increases. To be increased: park dedication fees, surface water
management impact fees, and sanitary sewer user fees. Charges to be reduced: photocopies
in general.
A printed copy of the full text of the Ordinance and Master Fee Schedule, referred
to as Exhibit A, B, C, and D in Ordinance 05-_, is available for public inspection at the
office of the Elk River City Clerk, 13065 Orono Parkway, during regular business hours -
8:00 a.m. to 4:30 p.m., Monday through Friday.
This summary of Ordinance 05-_ has been approved by the City Council, by at
least four-fifths vote, on December 5, 2005. Ordinance 05-_ shall become effective
January 1, 2006.
