04-17-2023 CCM BOAMeeting of the Elk River City Council as the Board of Appeal and Equalization Held at the Elk River City Hall Monday, April 17, 2023 Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer Wagner Members Absent: None Staff Present: Records Specialist Katie Porath Also Present: County Assessor Michelle Moen and Residential Appraiser Bill Holker 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 5:57 p.m. by Mayor Dietz. 2. Reconvene Board of Appeal and Equalization Meeting Ms. Moen asked Council to make a motion regarding the property owners who did not speak at the April 10, 2023, Board of Appeal and Equalization meeting so that they could continue their appeal at the county level. Moved by Councilmember Westgaard and seconded by Councilmember Beyer to vote no change to the following parcels: 75-413-0110, 75-491-0120, 75-717-0105, 75-664-0215, 75-538-0406, 75-664-0225, 75-664-0115, 75-662-0315, and 75-500-0265. Motion carried 7-0. Ryan and Tera Kostreba PID: 75-809-0105 (21404 Jarvis Street) Mr. Kostreba asked the council to lower his building value based on research he had done on comparable houses. Mr. Holker stated he had reviewed the property and made some adjustments to the crawl space and garage. It is difficult to find comparable sales because of the square footage of this split -entry home. Council recommended a total estimated value of $506,100. Moved by Councilmember Beyer and seconded by Councilmember Westgaard to lower the total estimated value to $506,100 on parcel 75-809-0105. Motion carried 7-0. 3. Motion to Adjourn Moved by Councilmember Westgaard and seconded by Councilmember Grupa to adjourn the meeting of City Council as the Board of Appeal and Equalization. Motion carried 7-0.
