Heritage Preservation Commission

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Heritage Preservation Commission
was called to order at 6:02 p.m. by Chair Lindberg.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to approve the March
16, 2023, Heritage Preservation Commission agenda.
Motion carried 5-0.
4. Consider Minutes
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to approve the January
19, 2023, Heritage Preservation minutes.
Motion carried 5-0.
5.1 Election of Officers - Chair
Moved by Commissioner Mauren and seconded by Commissioner Mortensen to appoint Lance
Lindberg as Chair of the Heritage Preservation Commission for 2023.
Motion carried 5-0.
5.2 Election of Officers – Vice-Chair
Moved by Commissioner Mauren and seconded by Commissioner Lindberg to appoint Debra
Mortensen as Vice-Chair of the Heritage Preservation Commission for 2023.
Motion carried 5-0.

6.1 Elk River Documentary
Commissioner Griffiths explained he will have the next 10–15-minute segment of the documentary available
for viewing at the May commission meeting. He indicated the entire documentary will be at least 30
minutes. He indicated he may need the commission’s help for the last section of the documentary in
reference to the photos.
6.2 Additional Projects and Updates
Mr. Carlton asked the commission for dates they were out of town during the month of July so he could
schedule the HPC event at the Farmers Market. After some discussion, it sounded like July 27 or August 3.
Mr. Carlton will send out a notice of a quorum.
There is a vacancy on the HPC; it is being advertised.
Mr. Carlton had forwarded an email onto the commission regarding a request from someone asking for
contact information to gain permission to name a new apartment complex Clear Sky. The name reflects the
mother of Elk River’s Pierre Bottineau, also known as Clear Sky Woman. Mr. Carlton asked if anyone
would have any contact information to discuss this request with tribal members. After some discussion, the
commission did not have any contact suggestions.
The commission discussed the feasibility of donating and/or storage for Elk River artifacts ranging from
photos to other objects.
Commissioner Maurer asked about a marker once the Elk River Meats building and his desire to bring some
sort of historical references for those visiting downtown.
7. Adjournment
Moved by Commissioner Hangaard and seconded by Commissioner Mauren to adjourn the
meeting of the Heritage Preservation Commission.
Motion carried 5-0.
The meeting adjourned at 6:35 p.m.
