Adopt, by motion, an ordinance amending downtown on -street parking regulations.
Background/Discussion
To support downtown commerce and activities, the city provides on -street parking spaces as well as multiple off-
street parking lots for public use. To ensure parking spaces are available for business traffic at the onset of each
business day, a modification to the overnight parking provisions is proposed to improve the availability of parking
spaces.
This proposed ordinance would restrict parking of vehicles from 2:00 a.m. to 6:00 a.m. on two blocks in
downtown. These areas are on Main Street from Jackson Street to Parrish Avenue, and on Jackson Street from
Trunk Highway 10 to Main Street. After 6:00 a.m. daily parking would be available on a first -come, first -serve
basis in these areas, with no other restrictions until 2:00 a.m. the next day.
This change does not affect other parking areas, which ensures a substantial supply of public parking will continue
to be available for late -night and overnight parking in the downtown area.

An Ordinance Amending Chapter 74 Regarding Stopping, Standing, and Parking, of
the City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
Sec. 74-97. - Redd. Nighttime Parking Restrictions.
(a) No vehicle shall be narked between 2:00 a.m. and 6:00 a.m. on Main Street between
Parrish Avenue and Jackson Avenue, and on Jackson Avenue between Highway
and Main Street.
(b) Violations of this section are punishable as provided in section 74-91.
SECTION 2. EFFECTIVE DATE. This ordinance shall take effect upon adoption and
publication as provided by law.
