I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority
was called to order at 5:30 p.m. by President Tveite.
2. Pledge of Allegiance:
Pledge of Allegiance was recited.
3. Consider Agenda
Mr. O'Neil stated that Item 6.1 be removed from the agenda due to the purchase offer being withdrawn. He
also commented that the City Council had a meeting at 5:55 p.m.
Moved by Commissioner Westgaard and seconded by Commissioner Blesener to approve the
agenda, as amended.
Motion carried 7-0.
4. Consent Agenda
Moved by Commissioner Blesener and seconded by Commissioner Grupa to approve the following
consent agenda:
4.1 EDA Meeting Minutes:
■ March 20, 2023, Regular.
■ April 10, 2023, Closed.
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/Expenditure report as outlined in the staff report.
4.5 Approve Agreement with OrangeBall Creative for services in 2023.
Motion carried 7-0.

No one appeared for Open Forum.
6.1 170" Street Land Sale
This item was removed from the agenda.
7.1 Tax Abatement Request — Harvest Reaper/Beaudry Oil
Mr. O'Neil presented the staff report.

Mikaela Huot, Baker Tilly, gave a presentation on the tax abatement amounts.
President Tveite commented that the Joint Finance Committee was in favor of the project.
Moved by Commissioner Grupa and seconded by Commissioner Hartwig to recommend the
attached tax abatement application from Beaudry Oil to the City Council for approval.
Motion carried 7-0.
Commissioner Wagner thanked Ken Beaudry for staying in Elk River and bringing more jobs.
7.2 General Updates
Mr. O'Neil presented the staff report.
The group picture will be deferred to the May meeting.
Marcus Theater is closing in April 2023. Mr. O'Neil is attempting to determine if there are issues with the
property, location, or other factors.
Due to time constraints, President Tveite proposed moving Item 9.1 to the May 15, 2023, EDA meeting.
9.1 Park Land
This item was moved to May 15, 2023, EDA meeting.
10. Motion to Adjourn
Moved by Commissioner Wagner and seconded by Commissioner Beyer to adjourn the meeting of
the Economic Development Authority.
Motion carried 7-0.
The meeting was adjourned at 5:55 p.m;
