Designate, by resolution, American Rescue Plan Act (ARPA) funds.
Background/Discussion
In a Special Meeting of the City Council on May 22, 2023, participating council members identified and
prioritized expenditures for purchase with the city’s remaining ARPA allocation.
The final allocations are designated by resolution. Staff will provide a follow-up on the expenditures in mid-2024.
Financial Impact
ARPA Funds must be expended or committed for expenditure by December 31, 2024.

A Resolution of the City Council of the City of Elk River Designating American
Rescue Plan Act (ARPA) Funds
WHEREAS, the City of Elk River was allocated federal Covid relief funds through the American
Rescue Plan Act (ARPA); and
WHEREAS, municipalities are required by law to expend such allocations before December 31,
2024; and
WHEREAS, the Elk River City Council sought to expend funds for one-time purchases that
benefitted the community and its taxpayers; and
WHEREAS, The City Council designated purchases in which there was some impact due to the
pandemic; and
WHEREAS, the following purchases and expenditures fit pandemic use for capital infrastructure,
broadband/fiber, vehicles, and security control systems; and
WHEREAS, the final allocations are as follows:
$350,000 - Wastewater Lift Station Grinder Pumps
$250,000 - Fieldhouse Sport Court/Hard Floor
$377,500 - City portion of Fiber Loop extension
$144,000 - 2023 Market Rate Purchase of Replacement Trucks
$95,000 - Citywide Security Camera Update
$75,000 - Citywide Door Access Hardware Controls
$50,000 – 2024 Market Rate Purchase of Replacement Trucks
$30,000 - Fiber to Elk River Library
$14,025 - Fire Panels, Replacing Analog Phones
$14,000 2023 ERMU Market Rate Replacement Trucks
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, as follows: The priorities as shown shall be purchased with ARPA Funds.
