MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, JANUARY 6, 1993

It was agreed upon by Mike O'Brien and Clair Olson, the only Park and
Recreation Commissioners present, that there could be no formal action taken
at this meeting and also that it would not be fair to halt the developer's
progress on Heritage Landing since Dennis Chuba and the Kincanons were
present at this meeting to present their plat and receive input from the
Park and Recreation Commission.
Since no one was present to discuss other agenda items, the informal
discussion started on Item #8.
8. Review Park and Recreation Requirements Associated with the Heritage
Landing Plat (Kincanon)
The following recommendations were made by staff and supported by the
Park and Recreation Commissioners present.
1. The section of the trail system located in Heritage Landing will
serve as a connection between Orono Park and a future park along
the Mississippi River, and should be graded at the time the
residential development takes place.
2. The trail section north of Heritage Landing should be acquired
from the Lakoduk development and run to the west of the homes that
now front on Fresno Street.
3. As the Moldenhauer land develops, the trail should continue to the
east with a possible connection with a future riverwalk in the
downtown area.
4.
The trail proposed in the Heritage Landing plat should be
dedicated to the City and the raw land value of the property
dedicated deducted from the developers Park Dedication Fees.
5.
The property shown on the preliminary plat as Outlot B should be
incorporated back into the adjoining lots. The right-of-way for

6. A section of Outlot B could be relocated in the northeastern
corner of the plat to allow the trail to be moved away from the
Hecker property. The developer will move the trail as much as
possible to the northwest without losing any building lots. This
location will also improve alignment of the future connection with
the Lakoduk trail.
7. The City should maintain the trail (i.e. mow the grass) until such
time as a park is developed along the Mississippi River, at which
time the City should pave the trail to a minimum of a 12 foot wide
bituminous surface.
5. Continue 11/4/92 Snowmobile Trails Discussion
Elk River resident and Big Lake Snowmobile Club member, Dean Thompson,
questioned agenda item #5. Phil Hals, Street/Park Superintendent,
explained that Jeff Hribar of the Elk Lake Snowmobile Club had
approached the Park and Recreation Commission in November, questioning
the possibility of a snowmobile trail on the old railroad bed from the
Landfill south. It was the Park and Recreation Commission's feeling
that it could be used on a trial basis as far south as County Road #33,
and that the snowm~bilers should come toa future meeting with other
trail requests within the City.

Dean Thompson said that he would relay this information on to his club
and that he would like to cooperate with the Elk Lake Club to develop a
trail within the City of Elk River.
Due to the lack of a quorum and the late hour, the discussion group
dispersed at 10:00 p.m.
