MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, MARCH 3, 1993

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:10 p.m. by
Chair Dave Anderson.
2.
Consider 3/3/93 Park and Recreation Commission Agenda
Commissioner Rolfe Anderson added item 11.A - Elk Park Center: Revisit
accepting park dedication in lieu of property. Chair Dave Anderson
added item 11.B - Trail maintenance program for Woodland Trail Park.
COMMISSIONER DANA ANDERSON MOVED TO APPROVE 3/3/93 AGENDA AS AMENDED.
COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION PASSED 5-0.
3. Commission 2/3/93 Park and Recreation Commission Minutes
COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE THE 2/3/93 PARK AND
RECREATION COMMISSION MINUTES. COMMISSIONER DANA ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
4. Open Mike
There was no one present for this item.
5. Consider Recreation Field Maintenance Vehicle
Philip Hals, Street/Park Superintendent, presented details of his plan
to modify a vehicle for use for recreation field maintenance.
COMMISSIONER JOE ST. DENNIS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT
THEY COMMIT $1,500 FROM THE PARK CAPITAL EQUIPMENT FUND FOR THE
STREET/PARK DEPARTMENT TO BUY THE COMPONENTS TO RETROFIT A GOLF CART
VEHICLE WITH A NEW ENGINE, DRIVE LINE AND PAINT STRIPING EQUIPMENT.
COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED

6.
Consider City Tree Program
.
Phil Hals presented a proposal from Winnetka Tree Farms for a program
that would allow residents an opportunity to purchase trees at a
reduced price.
COMMISSIONER DANA ANDERSON MOVED THAT THE PARK AND RECREATION
COMMISSION ENDORSE THE IDEA OF ITEMS 1, 2, AND 3 WITH WINNETKA TREE
FARMS AND WITH THE RECOMMENDATION THAT THE CITY COUNCIL CONSIDER ITEM 4
WITH RESTRICTIONS OF TWO TREES PER PROPERTY OWNER AND A MAXIMUM OF
$2,500 IN CITY REIMBURSEMENTS FOR 1993 TREE PLANTINGS. THE TREES WOULD
HAVE 1W 1 1/2" TRUNK DIAMETER OR LARGER, PLANTED MORE THAN 10' BUT LESS
THAN 20' FROM THE CURB LINE, BE OF AN APPROVED SPECIES, AND THE TREES
DO NOT HAVE TO COME FROM A SPECIFIC NURSERY. COMMISSIONER CLAIR OLSON
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
7. Consider Adopt a Park Program
Phil Hals presented an "Adopt; a Park" program for City parks. It was
decided that such a program would not be a great financial advantage
for the City but could be an excellent public relations tool and that
the program development should go back to park staff for recommendation
for specific tasks for each park.
COMMISSIONER CLAIR OLSON MOVED THAT THE PARK AND RECREATION COMMISSION
SUPPORT THE IDEA OF AN "ADOPT A PARK" PROGRAM AND WILL FORMALIZE A PLAN
AT A FUTURE MEETING WITH ADDITIONAL INPUT FROM STAFF. COMMISSIONER JOE
ST. DENNIS SECONDED THE MOTION. THE MOTION PASSED 5-0.

8. Consider 1993 Capital Park Improvements
Phil Hals presented the 1993 park improvement list that was compiled by
the park staff.
COMMISSIONER JOE ST. DENNIS MOVED TO RECOMMEND DOING ALL THE ITEMS
LISTED WITH THE EXCEPTION OF THE ITEM MARKED WITH THREE ASTERISKS ON
THE ATTACHED SHEET TOTALING $27,880 AND IF MORE ITEMS ARE TO BE
DELETED, THE HANDICAP ACCESSIBLE ITEMS ARE RETAINED. COMMISSIONER
CLETE LIPETZKY SECONDED THE MOTION. THE MOTION CARRIED 6-0.
9. Update on LAWCON Grant
Phil Hals presented the LAWCON Grant information and explain that since
the grant amount was reduced from the original application, it was
necessary to cut back the project accordingly.
COMMISSIONER CLETE LIPETZKY MOVED THAT THE PARK AND RECREATION
COMMISSION RECOMMEND THAT THE PROJECT INCLUDE THE ENTRANCE ROAD,
PARKING LOT, ROADWAY LIGHTING THE BITUMINOUS HIKING PATH AND ABOUT HALF
OF THE CRUSHED ROCK TRAIL, OMITTING THE PICNIC SHELTER AND ONE HALF OF

MOTION. THE MOTION CARRIED 6-0.
10. Update on Water Treatment Building
Phil Hals presented the information on the location of the western area
water tower and water treatment building.
COMMISSIONER CLETE LIPETZKY MOVED TO RECOMMEND TO THE CITY COUNCIL THAT
THE WATER TREATMENT BUILDING BE LOCATED AS NEAR THE WATER TOWER AS
POSSIBLE (SEE MAIER STEWART 2/19/92 FAX COPY, PAGE 2). COMMISSIONER
ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
11. Staff Updates/Other Business
Phil Hals distributed a memo from Pat Klaers and it was the consensus
that the Park and Recreation Commission recommend another joint meeting
date since 3/8/93 would not allow much discussion time after the
regular City Council meeting. The joint City Council/Park and
Recreation Commission meeting agenda should include the following:
- Jeff Asfahl' s (728 Area Recreation) Annual Report
- Review 1993 Parks Capital Improvement project
- Implementation of the grant for Woodland Trails
- Discussion of terms of office for Commission members
- Discussion of outdoor ice facilities (per Larry Farber)
- Discussion on "hole in the ground" downtown site
- Discussion on having Park and Recreation Commission Chair attend
the interviews for the future Park and Recreation Commissioner
- Discussion on "Adopt a Park" program
There was discussion that the procedure for soliciting Park and
Recreation Commissioner applicants should be City Council decision.
