MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, APRIL 7, 1993 Members Present: Chair Dave Anderson, Commissioners Clair Olson, Anderson, Sue Daleiden, Joe st. Dennis, Dana (7:15 p.m.) Rolfe Anderson Members Absent: Commissioners Mike O'Brien and Clete Lipetzky Staff Present: Stephen Rohlf, Building and Zoning Administrator; Terry Bye, Street/Park Department 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7:09 p.m. by Chair Dave Anderson. 2. Consider 4/7/93 Park & Recreation Commission Agenda Steve Rohlf requested Consideration of Bruce Addition be added to the agenda. COMMISSIONER ROLFE ANDERSON MOVED TO APPROVE THE AMENDED. COMMISSIONER OLSON SECONDED THE MOTION. 5-0. 4/7/93 AGENDA AS THE MOTION CARRIED 3. Consider 3/3/93 Park & Recreation Commission Minutes COMMISSIONER OLSON COMMISSION MINUTES. THE MOTION CARRIED 5.-0. MOVED TO APPROVE THE 3/3/93 PARK & RECREATION COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. Commissioner Dana Anderson arrived at this time (7:15 p.m.). 4. Open Mike Twyla O'Keefe asked when the new City Hall site would be cleaned up. Terry Bye responded that the site would be more presentable within a two week period. Joe St. Dennis added that there would be a special meeting with surrounding residents regarding the 3 acre site adjacent to City Hall. 5. Introduction of New Commission Member - Sue Daleiden At this time Chair Anderson introduced the new Park & Recreation Commission member Sue Daleiden and welcomed her to the Commission. Park & Recreation Commission April 7, 1993 Page 2 It was the consensus of the Park & Recreation Commission to switch the order of agenda items 6 & 7. 7. Update on New Plats Mississippi Oaks A lengthy discussion was held on the proposed trail system that would .run through this plat, whether or not the portion of the plat that falls within the floodway would be dedicated for park purposes and if a neighborhood park should be dedicated. COMMISSIONER ST. DENNIS MOVED TO RECOMMEND THAT THE TRAIL SYSTEM ASSOCIATED WITH THIS PLAT RUN FROM THE PLAT OF HERITAGE LANDING TO THE EASTERN BOUNDARY OF THE PLAT VIA 180TH AVENUE BY MAKING THE RIGHT-OF-WAY OF THAT STREET 70' WIDE VERSUS 60'. FURTHER THAT EXTRA RIGHT-OF-WAY BE DEDICATED ON RIVERVIEW DRIVE TO AN ACCESS POINT INTO THE FLOODPLAIN WHICH WOULD BE LOCATED WHERE THE SEDIMENTATION POND ASSOCIATED WITH THE PLAT WAS NOT LOCATED. LASTLY, THAT A 20' WIDE PIECE OF PROPERTY BE DEDICATED FROM RIVERVIEW DRIVE IN PALMER'S ADDITION TO THE DEDICATED TRAIL ASSOCIATED WITH THE PLAT OF HERITAGE LANDING. This motion failed for lack of a second. COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND THE TRAIL ASSOCIATED WITH THIS PLAT BE ACCOMMODATED IN A 70' RIGHT-OF-WAY FOR RIVERVIEW DRIVE FROM MISSISSIPPI ROAD ON THE NORTH TO THE EXISTING RIVERVIEW DRIVE ON THE SOUTH. ALSO A 20' WIDE TRAIL LINK FROM THE EXISTING RIVERVIEW DRIVE TO THE TRAIL DEDICATED THROUGH THE PLAT OF HERITAGE LANDING IS DEDICATED. LASTLY, THAT A TRAIL ACCESS POINT BE DEDICATED BETWEEN LOTS FROM RIVERVIEW DRIVE TO THE PROPERTY WITHIN THE FLOODPLAIN, WHEREVER THE SEDIMENTATION POND ASSOCIATED WITH THE PLAT IS NOT LOCATED. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 4-1-1. Commissioner St. Dennis opposed. Commissioner Olson abstained. COMMISSIONER ST. DENNIS MOVED TO HAVE THE WIDER NORTHERN PORTION OF THE PROPERTY ASSOCIATED WITH THE PLAT WHICH IS INCLUDED IN THE FLOODPLAIN DEDICATED AS PARK, IF THE PROPOSED SEDIMENTATION POND FOR THE PLAT IS NOT LOCATED IN THIS AREA. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. COMMISSIONER DANA ANDERSON MOVED TO HAVE A DEDICATED TO THE CITY IN ONE OF THE FIVE PHASES THE LOCATION OF THIS PARK BE WORKED OUT IDENTIFIED PRIOR TO FINAL PLAT APPROVAL COMMISSIONER DALEIDEN SECONDED THE MOTION. Commissioner St. Dennis opposed as he felt property. 2 ACRE NEIGHBORHOOD PARK OF THIS PLAT AND THAT BY THE DEVELOPER, BUT OF THE FIRST PHASE. THE MOTION CARRIED 5-1. 2 acres was too much Hilltop Woods Building and Zoning Administrator, Steve Rohlf, indicated that no trails or neighborhood parks were identified in or near this plat according to the City's Comprehensive Park System Plan. . . . . . . Park & Recreation Commission April 7, 1993 Page 3 COMMISSIONER FOR THIS PLAT. CARRIED 6-0. ST. DENNIS MOVED TO HAVE PARK DEDICATION BE STRICTLY CASH COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION Meadowvale Heights Building and Zoning Administrator, Steve Rohlf, indicated that the City's Comprehensive Park System Plan shows a proposed trail in the general vicinity of this plat, but does not identify neighborhood or regional parks in this area. Discussion was held regarding the proposed trail location. It was the consensus that the proposed trail would be north of the railroad tracks adjacent to this plat. The location would be along Ogden Street and through an easement adjacent to the north right-of-way line of the railroad tracks and enter the plat through a 20' wide easement in between Lots 11 and 12, Block 2B in the second phase of the plat, then follow Elgin Street and 193rd Avenue to Meadowvale Road via a 70' wide easement for those roadways. Lastly, the trail would end up in the northeast corner of the plat to continue north in the future along County Road 1. COMMISSIONER ROLFE ANDERSON MOVED TO HAVE A TRAIL RUN THROUGH THE PLAT FROM THE SOUTHWEST CORNER OF THE SECOND ADDITION NORTHEASTERLY TO MEADOWVALE ROAD IN THE VICINITY OF 193RD AVENUE AND ULTIMATELY TO THE NORTHEAST CORNER OF THE PLAT ADJACENT TO COUNTY ROAD 1. FURTHER, THAT THIS TRAIL BE ACCOMPLISHED BY THE DEDICATION OF A 20' WIDE PARCEL BETWEEN LOTS 11 & 12, BLOCK 2B OF THE SECOND PHASE OF THE PLAT, 70' OF RIGHT-OF-WAY ALONG ELGIN STREET AND 193RD AVENUE TO MEADOWVALE ROAD AND EVBNTUALLY TO THE NORTHEAST CORNER OF THE PLAT BY EITHER DEDICATING AN EXTRA 10' TO ROADS INTERNAL TO THE PLAT OR AN ADDITIONAL 10' DEDICATED TO THE CITY ADJACENT TO MEADOWVALE ROAD. LASTLY, THAT THE TRAIL ITSELF BE A 12' WIDE HARD SURFACE. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-1. Commissioner St. Dennis opposed as he felt the 12' wide surface of the trail was too wide. Discussion continued on the subject of whether or not Meadowvale Heights should have a neighborhood park dedicated. COMMISSIONER DANA ANDERSON MOVED TO NEIGHBORHOOD PARK DEDICATED ON THE BUT THAT IT SHOULD NOT BE ADJACENT TO ROLFE ANDERSON SECONDED THE MOTION. HAVE A ONE AND ONE-HALF ACRE. NORTH BOUNDARY LINE OF THIS PLAT, MEADOWVALE ROAD. COMMISSIONER THE MOTION PASSED 6-0. The logic to having the neighborhood park on the north side of the plat was that it would be expanded when the property to the north of this plat develops. Cherryhi11 Bluffs 2nd Addition - COMMISSIONER DALEIDEN MOVED TO HAVE ONLY CASH DEDICATED AS PART OF THIS PLAT. COMMISSIONER ST. DENNIS SECONDED THE MOTION. THE MOTION CARRIED 6-0. Bruce Addition Steve Rohlf, Building and Zoning explained that Bruce Addition was a replat of Barrington Administrator, Place Replat Park & Recreation Commission April 7, 1993 Page 4 #5. Further, Barrington Place Replat #5 paid park dedication and Bruce Addition results in two less dwelling units. . COMMISSIONER ST. DENNIS MOVED THAT NO ADDITIONAL PARK DEDICATION BE CHARGED FOR BRUCE ADDITION. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 6. Consider Changes to Park Dedication Fee Structure A lengthy discussion was held regarding residential park dedication and credit against cash park dedication fees for land dedicated. COMMISSIONER ST. DENNIS MOVED TO HAVE THE DOLLAR AMOUNT PER LOT FOR PARK DEDICATION FEE BE REDUCED BY THE PERCENTAGE THAT THE LAND ACTUALLY DEDICATED IS OF THE TOTAL POSSIBLE LAND DEDICATION. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 8. Staff Updates Terry Bye updated the Park & Recreation Commission on work at the old City Hall site, the new City Hall site, and a possible design of a downtown park in the location of the vacant lot at Jackson and Main Street. 9. Other Business . Discussion took place regarding the location of a building for water clarification for the new well near Orono Park. Also discussed was the use of a sedimentation pond for backwash from the clarification system for this well versus an underground storage tank. It was the consensus of the Park & Recreation Commission that the sedimentation pond would severely detract from the aesthetics of Orono Park. COMMISSIONER ST. DENNIS MOVED TO RECOMMEND THAT THE BUILDING IN QUESTION BE MOVED NORTH OF THE WELL SITE AT ORONO PARK AND STRONGLY RECOMMENDED THE USE OF AN UNDERGROUND STORAGE TANK FOR BACKWASH VERSUS A SEDIMENTATION POND. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. It was noted that the joint City Council/Park & Recreation Commission meeting would take place at 7:30 p.m., Monday, April 12, 1993. . . . . Park & Recreation Commission April 7, 1993 10.
