MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park & Recreation Commission was called to order at 7:05 p.m. by Chair
Dave Anderson.
2.
Consider 5/5/93 Park & Recreation Commission Agenda
The following was added to the agenda:

COMMISSIONER O'BRIEN MOVED TO APPROVE THE 5/5/93 PARK & RECREATION
COMMISSION AGENDA AS AMENDED. COMMISSIONER DANA ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
3.1. Consider 4/7/93 Park & R~creation Minutes
3.2. Consider 4/12/93 Park & Recreation Minutes
COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE 4/7/93 PARK &
RECREATION COMMISSION MINUTES. COMMISSIONER MIKE O'BRIEN SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
The Commission reviewed the 4/12 joint meeting minutes and accepted
them as presented.

5.
Review Park Master Plan
After a lengthy discussion of the Park Master Plan, Chair Anderson
proposed to draft a letter to developers stating that when a plat is
proposed, the developer should plan to donate 10% of the property for
parks or pay Park Dedication Fees or a combination of property and fees.

steve Rohlf presented several ideas that would provide a more detailed
plan for both neighborhood parks and a city wide trail plan.

It was the consensus of the Commission that staff provide a more
detailed map of developable areas in an attempt to make a more credible
recommendation on trails and neighborhood parks to the City Council.
COMMISSIONER DANA ANDERSON MOVED TO REQUEST THAT THE CITY COUNCIL
AUTHORIZE THAT THE MONTHLY MEETING DATE BE CHANGED FROM THE FIRST
WEDNESDAY TO THE SECOND WEDNESDAY OF EACH MONTH FOR THE PURPOSE OF
BEING ABLE TO REVIEW DEVELOPMENT PLANS PRIOR TO THE PLANNING COMMISSION
MEETINGS WHEN THE PLANS ARE REVIEWED. COMMISSIONER O'BRIEN SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
COMMISSIONER O'BRIEN MOVED TO REQUEST THAT THE CITY COUNCIL AUTHORIZE
STAFF TIME TO DEVELOP A MORE DETAILED PARK PLANNING DOCUMENT FOR THE
PARCELS THAT ARE MOST LIKELY TO BE PLATTED IN THE NEAR FUTURE.
COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
6. Discussion on Park Issues Regarding Moldenhauer Plat by Chair Anderson
Steve Rohlf explained the preliminary plat as approved by the City
Council. Discussion was held on the size of the park in the plat.
COMMISSIONER O'BRIEN MOVED TO EXPRESS TO THE CITY COUNCIL THE PARK &
RECREATION COMMISSION'S DISPLEASURE OVER THE REDUCTION OF A TWO ACRE
PARK TO A ONE ACRE PARK AND ASK THE CITY COUNCIL TO RECONSIDER THE SIZE
OF THE PARK DUE TO THE DENSITY OF THE DEVELOPMENT. COMMISSIONER OLSON
SECONDED THE MOTION. THE MOTION CARRIED 5-0.

7. Discussion on Park Issues Regarding BarnierPlat by Chair Anderson
During the discussion of Meadowvale Heights plat, Steve Rohlf explained
the preliminary plat as it was adopted by the City Council.
Chair Anderson indicated that he feels a strong need for a neighborhood
park and an adequate trail system for the people that will live in this
development.
COMMISSIONER DALEIDEN MOVED 'TO REQUEST THAT THE CITY COUNCIL RECONSIDER
THE DECISION ON ELIMINATING THE 1-1/2 ACRE PARK FROM THE MEADOWVALE
HEIGHTS PLAT INCLUDING THE PROPOSED 1-1/2 ACRE PARK FROM THE NORD
PROPERTY TO THE NORTH. THE PARK & RECREATION COMMISSION STANDS ON ITS
PREVIOUS RECOMMENDATION BASED ON QUALITY OF LIFE AND SAFETY ISSUES.
COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
CHAIR DAVE ANDERSON MOVED TO REQUEST THAT THE CITY COUNCIL REQUIRE THAT
THE DEVELOPER PROVIDE A 20 FOOT WIDE TRAIL EASEMENT FROM 195TH AVENUE
TO THE NORTHEAST CORNER OF THE PLAT. COMMISSIONER O'BRIEN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.

9. Staff Updates
Steve Rohlf presented a preliminary plat map for North Meadows on
County Road 32 and 2l4th Avenue. There was a brief discussion.

DEDICATION FEES IN LIEU OF DONATING PARK PROPERTY.
SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Commissioner O'Brien left the meeting at this time (10:00 p.m.)
Phil Hals informed the Commission that at the present time his crew is
working in irrigation system start ups at the softball complex and the
Community Education fields, playground equipment maintenance at Orono
Park and Deerfield IV Park, brush clean up at Ridgewood East Park, and
trail grading for Orono Trail. The projects for the coming month will
include planting 100 boulevard trees in Westwood and about 200 trees at
the new City Hall site, disposal of the silica sand from Gary Street,
starting the City Hall irrigation system, and finishing the site
grading for landscaping at the New City Hall.
Pat Klaers informed the Commission of a meeting he had with Elk River
Country Club regarding issues of a shared entrance, a property exchange
and/or possibly the Country Club purchasing some City park property.
Representatives of the Country Club will present a proposal to the City
in early June.
Pat Klaers discussed issues regarding the new City Hall property,
particularly the area south of Orono Parkway and the old E & 0 Tool
property area west of Gary Street. He asked the Commission to give
some though to these areas and also to the future traffic patterns for
Orono Road and Gary Street. Pat also recommended that the City
continue efforts to purchase the parking area from the Sherburne County
Fair Board.
