Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:15 p.m. by
Chair Anderson.

A 20 FOOT WIDE TRAIL CORRIDOR FROM THE TRAIL IN THE SOUTHEAST CORNER OF
THE PLAT OF HERITAGE LANDING TO THE RIGHT-OF-WAY OF RIVERVIEW DRIVE IN
PALMERS 1ST ADDITION IS DEDICATED IN THE FIRST PHASE OF MISSISSIPPI
OAKS.
THIS TRAIL WILL CONTINUE IN FUTURE PHASES OF MISSISSIPPI OAKS VIA A 20
FOOT WIDE TRAIL FROM RIVERVIEW DRIVE EASTWARD TO THE RIGHT-OF-WAY OF
THE FUTURE CONCORD STREET.
FROM THERE THIS TRAIL WILL CONTINUE NORTHEASTERLY TO INTERSECT COUNTY
ROAD 30, CONSTRUCTED WITHIN A 70 FOOT WIDE RIGHT-OF-WAY DEDICATED FOR
CONCORD STREET IN FUTURE PHASES.

LASTLY, A FUTURE 20 FOOT WIDE TRAIL EXTENSION FROM CONCORD STREET WOULD

7. Discussion on Park Dedication Requirements for John Weicht/Dickenson
Bus Terminal Proposal
Steve Rohlf presented a proposal that the bus garage entrance will come
off County Road 1 with a minimum of three staggered rows of scotch
pines 15 feet apart with 15 feet between each tree for screening from
the City railroad trail.
COMMISSIONER ST. DENNIS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT
FOUR STAGGERED ROWS OF SCOTCH PINE WITH A 15 FOOT SPACING (ONE ROW IN
THE CITY TRAIL RIGHT-OF-WAY) BE TRANSPLANTED FOR SCREENING.

Steve Rohlf explained the Robinsdale Plat. A brief discussion was held.

THE FITZGERALDS FOR THE ROBINSDALE PLAT. COMMISSIONER ST. DENNIS

10. Consider Park Dedication for an Administrative Subdivision for Alvin
Froehlich
Steve Rohlf explained the Alvin Froehlich administrative subdivision
request. A brief discussion was held.
COMMISSIONER ST. DENNIS MOVED TO ACCEPT $400.00 IN PARK DEDICATION FEES
FROM ALVIN FROEHLICH FOR HIS PROPOSED LOT SPLIT. COMMISSIONER ROLFE
ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
11.
Discuss Master Park Plan Update Proposals
Steve updated the Commission on his ideas to increase the information
contained in the Master Park Plan that will be available for the Park
and Recreation Commission and staff. It was the consensus of the Park
and Recreation Commission that Steve continue to develop this Master
Plan concept and return with more information at a later meeting.
Phil gave the Park and Recreation Commission an explanation on the
ISTEA Grant, explaining that the application for the railroad trail
improvement did not rate high enough to be funded, but there will be
another application process this fall and the railroad trail project
will be resubmitted at that time.
Phil indicated his crew has completed the depot site with the exception
of the rail fence installation, and that the trails around the new City
Hall, the City Hall irrigation system, and the sod and landscaping will
all be under construction soon.
