07-14-1993 PR MIN . . . MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JULY 14, 1993 Members Present: Chair Dave Anderson, Commissioners Daleiden, Olson, O'Brien, Lipetzky, st. Dennis, Dana Anderson, and Rolfe Anderson Members Absent: None Staff Present: Phil Hals, Street/Park Superintendent 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7:45 p.m. by Chair Anderson. 2. Consider 7/14/93 Park & Recreation Commission Agenda The following was added to the agenda: 7.c. Children's Play Area at Softball Complex COMMISSIONER O'BRIEN MOVED TO APPROVE THE 7/14/93 AGENDA AS AMENDED. COMMISSIONER LIPETZKY SECONDED THE MOTION. THE MOTION CARRIED 8-0. 3. Open Mike There was no one present for thi~ item. 4. Consider 6/9/93 Park & Recreation Minutes Chair Anderson corrected the motion under Item #6 by adding the following: The Developer would make the entire floodplain available for park usage and would protect the floodplain from any inclusion in building lots with protective covenants and the developer would receive credit for up to one acre of park dedication from the City. COMMISSIONER O'BRIEN MOVED TO APPROVE THE 6/9/93 PARK & RECREATION MINUTES AS AMENDED. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 8-0. 5. Master Park Plan Chair Anderson explained and that Steve Rohlf additions to the Plan discussion at a fall formal action taken. the need for changes to the Master Park Plan will be leading the staff in preparing proposed for the Park and Recreation Commission's meeting. A brief discussion followed with no Elk River Park & Recreation Commission Meeting July 14, 1993 Page 2 6. County Park Commission . Chair Anderson reported to the Park & Recreation Commission on the organizational meeting for the Sherburne County Park Commission. Chair Anderson said that the Committee will consist of seven members and will meet monthly with one, two, or three of the County Commissioners in attendance. Commissioner St. Oennis stated that the County has no money or property at this time, but the first major concern is to do a joint project with the DNR in the Sand Dunes State Park. Information was shared, but no formal action was taken. 7. Staff Updates Phil Hals explained the recent discussions between City Administrator, Pat Klaers, and the Elk River Country Club regarding a possible property swap. He also discussed the proposed park improvements, the Archaeological Survey, and the ISTEA Trail Grant. COMMISSIONER LIPETZKY MOVED TO CLUB AND ENCOURAGE PAT KLAERS, NEGOTIATIONS ON THE LAND SWAP. MOTION. THE MOTION CARRIED 8-0. SUPPORT THE PROPOSAL WITH THE COUNTRY CITY ADMINISTRATOR, TO CONTINUE COMMISSIONER O'BRIEN SECONDED THE 7.a. Jet Skis - Chair Anderson . Chair Anderson expressed his concern for the safety of boaters and jet ski operators on Lake Orono during periods of high usage. After a brief discussion, it was agreed that since Lake Orono is public water, Minnesota boating rules would have to be enforced by the Sherburne County Water Patrol and that there is little more that the City can do to limit the use of jet skis on Lake Orono. 7.b. Park and Recreation Ordinance Chair Anderson explained that on 7/12/93, the City Council voted 3-1-1 to change the City ordinance making the present Park and Recreation Commission the Park Commission, reducing the number of Commissioners and requiring that all Commission members be residents of the City. COMMISSIONER LIPETZKY MOVED THAT IN CONSISTENCE WITH OTHER MATTERS THAT AFFECT THE PARK AND RECREATION COMMISSION, THE CITY COUNCIL SHOULD HOLD A JOINT MEETING AND DISCUSS THIS CHANGE. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 8-0. 7.c. Children's Play Area - Softball Complex Chair Anderson explained a plan for a covered and fenced children's play area at the softball complex. The plan is attached along with a cost breakdown. All expenses will be paid by the Softball Association, . . . . Elk River Park & Recreation Commission Meeting July 14, 1993 Page 3 the Umpire's Association, and Boy Scout Troop 99. All labor will be volunteer. COMMISSIONER LIPETZKY MOVED TO RECOMMEND THAT THE CITY COUNCIL APPROVE THE CONSTRUCTION OF A CHILDREN'S PLAY AREA AT THE SOFTBALL COMPLEX. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 8-0. 8. Adjournment There being no further business, COMMISSIONER LIPETZKY MOVED TO ADJOURN THE MEETING. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 8-0.
